Description

ASN Constructors is a joint venture of three international contractors (Acciona, Shikun & Binui and North American Construction Group) who will work with the Metro Flood Diversion Authority and other area stakeholders to build a historic project that will protect the citizens of the Fargo-Moorhead area from flood waters from the Red River. The purpose of the Environmental Specialist role is to provide environmental support services to achieve the varied objectives and goals of the Project through all phases of construction. These position(s) may serve in as many demonstrated proficiencies of the candidate(s) as needed to ensure compliance with existing and potential environmental permits, management plans, and various environmental laws, regulations, guidelines, and rules as well as adherence to design standards and specifications for compensatory mitigation. These position(s) may support construction activities for the purposes of permitting, planning, and implementation, as well as provide environmental inspections, monitoring, documentation, and reporting of construction activities for compliance.

Candidates are not required and do not need to have experience or education in all of the listed responsibilities and may only be qualified for a subset of the responsibilities. Candidates will be chosen and placed based on their respective skill sets. All candidates with general or specialized skill sets will be considered.

Responsibilities:

  • Ensure compliance with environmental permits, laws, regulations, conditions, and guidelines
  • Ensure compliance with Project environmental management plans, procedures, and obligations

Potential Environmental Permitting and Planning Responsibilities - based on experience:

  • Environmental Review and Permitting
  • Determination of required permits and needs

  • Maintain, revise, and adapt existing environmental management plans

  • Review engineering plans with internal operations
  • Coordinate with construction operations and subcontractors regarding planning, implementation, installation, and phasing/sequencing of Best Management Practices (BMPs) and Erosion and Sedimentation Controls (ESCs)
  • Perform inspections
  • Coordinate corrective actions

Potential Natural Resource Specialist Responsibilities - based on experience

  • Natural Resource Surveys
  • Aquatic Resources Impacts

  • Avian surveys, monitoring, and reporting
  • Provide and/or assist with ground nesting migratory birds, and raptor and eagle nest surveys and reports
  • Monitor and report construction operations compliance with the MBTA, BGEPA, and the NBEMG, in accordance with permits, conditions, and plans
  • Monitor for compliance with means and methods
  • VMP & DCSMP Administration

Secondary Responsibilities

  • Coordinates review of permitted activity work with officials, as appropriate
  • Demonstrate good organizational, planning and time management skills
  • Help detects deficiencies and addresses deficiencies in a timely and effective manner
  • Responsible for preparing and submitting all regulatory reports in a timely manner
  • Maintains permit files and records
  • Meets with property owners/developers/contractors to review proposed work in regulated areas
  • Outlines application review-approval procedures
  • Other duties and tasks as necessary and/or assigned to effectively carry out job responsibilities and maximize the effectiveness of this position

Knowledge, Skills, and Abilities

  • Demonstrated understanding of State and Federal environmental regulations
  • Understanding of industry standard methods of SWPPP BMPs and ESCs
  • Capabilities associated with ESRI GIS products
  • Plant and animal identification skills
  • Take reasonable care of your own and others' health and safety and of those who may be affected by the day-to-day delivery of this role by taking personal responsibility
  • Working knowledge of various environmental laws and regulations
  • Read, analyze, and interpret blueprints and technical procedures
  • Write daily reports and document project activities
  • Calculate figures and amounts such as area, circumference and volume
  • Ability to solve problems individually and in a team setting
  • Requires the ability to communicate clearly and interface effectively with a diverse group of field and office level employees
Requirements

Required:

  • 4 years post-secondary education, bachelor's degree in an environmentally related field such as Environmental Science or Natural Resources Management
  • No minimum experience
  • Must possess a valid driver's license

Preferred:

  • 2-5 years' experience
  • Possess or ability to obtain Certified Erosion, Sediment and StormWater Inspector (CESSWI) or Certified Professional in Erosion and Sediment Control (CPESC) certification from Envirocert International within 90 days of employment
  • Knowledge and understanding of other environmental laws and regulations
  • Knowledge and understanding of other natural resource sciences such as aquatic, biotic, and ecological resources.
  • Experience obtaining environmental permits
  • Experience establishing and maintaining cooperative relationships with other public officials, with property owners, developers, contractors and the general public

Work Environment:

  • This position is primarily indoors
  • This work environment may involve minimal exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors and/or loud noises
