This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.


The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work: The Procurement Officer II is responsible for managing the procurement of construction, construction-related, and architectural/engineering services for the Maryland Transportation Authority (MDTA). They will ensure all procurements comply with applicable federal, state, and local laws, regulations, and policies while coordinating with MDTA, MDOT, contractors, consultants, and other stakeholders. This role exercises independent judgment in procurement planning, solicitation, evaluation, negotiation, contract award, and contract execution for complex, high-value procurements. The duties and responsibilities for this position include, but are not limited to, the following:

  • Review procurement requests and determine the appropriate procurement method, including Invitations-for-Bid (IFB), Request for Proposals (RFP), sole source, emergency, and intergovernmental procurements;
  • Develop, prepare, and issue solicitation documents, technical specifications, evaluation criteria, contracts, amendments, renewals, and memorandums of understanding;
  • Manage the full procurement lifecycle, including solicitation, bid/proposal evaluation, negotiations, contract award, and execution;
  • Conduct bid openings, pre-bid/pre-proposal conferences, debriefings, and respond to vendor inquiries through addenda and clarifications;
  • Evaluate bids and proposals for responsiveness, responsibility, and compliance with procurement requirements;
  • Negotiate pricing, terms, and conditions for sole-source and emergency procurements;
  • Coordinate procurement schedules and ensure timely processing to meet project deadlines;
  • Administer advertising and vendor outreach activities, including postings to Maryland Marketplace Advantage and required notifications;
  • Coordinate Minority Business Enterprise (MBE) and Veteran Small Business Enterprise (VSBE) participation and compliance requirements;
  • Verify contractor eligibility, tax compliance, licensing, insurance, bonding, and other contract execution requirements;
  • Prepare award documentation, Notices to Proceed, and oversee contract execution and distribution;
  • Consult with legal counsel on procurement protests, disputes, appeals, and public information requests; prepare procurement determinations and supporting documentation;
  • Maintain the integrity of the public procurement process while providing guidance to procurement staff, contract managers, and agency leadership; and
  • Represent MDTA in procurement-related proceedings, including contract protest and appeals.

Employees in this classification receive general supervision from the Procurement Manager for the Construction and Architect/Engineering unit or other designated official. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions
. **One year of this experience must include procuring construction contracts.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.

The ideal candidate may possess the following:

  • Professional procurement certifications such as UPPCC Certified Professional Public Buyer (CPPB), UPPCC Certified Professional Public Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPP), MDPA Certified Maryland Procurement Officer (CMPO), MDPA Certified Maryland Procurement Associate certifications, or other professionally recognized procurement certifications.
  • Experience with the procurement of construction, construction-related, and architectural/engineering services.
  • Experience with procurement within a government agency.

Notes:

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.

2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council; or Certified Procurement Professional from NIGP for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.
