Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in safety, industrial engineering, sciences or other related field and experience equivalent to at least six (6) months of full-time increasingly responsible professional occupational safety inspection work or acceptable related work.

OR

An associate degree in safety, industrial engineering, sciences or other related field and at least two and a half (2.5) years of occupational safety inspection work.

OR

An Associate/two year degree in safety, industrial engineering, sciences or other related field, eighteen (18) months of full-time increasingly responsible professional occupational safety inspection work, and completion of TOSHA's 12 month internal apprenticeship program.

Necessary Special Qualifications: Must possess a valid vehicle operator's license.
Successful completion of initial basic Federal Occupational Safety and Health Administration (OSHA) courses is required.

Overview

Under immediate supervision, is responsible for professional occupational safety inspection work of average difficulty and performs related work as required. This is the working-level class in the Occupational Safety Specialist sub-series. An employee in this class is responsible for evaluating workplaces to identify and mitigate safety hazards in compliance with Tennessee OSHA (TOSHA) regulations. This class differs from the Occupational Safety Specialist 1 in that an incumbent of the latter performs at the entry level. This class differs from and Occupational Safety Specialist 3 in that an incumbent of the latter performs complex technical inspection work.

Responsibilities

1. Handles complaints, resolves disputes, and addresses grievances and conflicts. Provides guidance on a broad range of technical issues across public and private sector facilities to support regulatory compliance.
2. Communicates effectively with diverse individuals through written correspondence, phone conversations, and in-person interactions. Demonstrates proficiency in using standard office software such as Microsoft Word, Excel, Outlook, and Adobe Acrobat, as well as agency-specific systems and databases for managing case files, tracking inspections, and generating reports.
3. Conducts workplace inspections of varying complexity to identify hazards and potential safety or health violations. Prioritizes work to meet deadlines and established goals, performs routine administrative tasks, and actively participates in staff meetings and training sessions.
4. Collects and evaluates relevant information, facts, and documentation to assess whether workplace events or processes comply with applicable laws, regulations, or standards, and determines violations or non-violations.
5. Research and reviews printed and electronic resources to stay informed about occupational safety and health standards. Maintains up-to-date knowledge of standards, directives, interpretations, the Field Operations Manual (FOM), and the Consultation Policies and Procedures Manual (CPPM).
6. Utilizes safety and health equipment during inspections. Ensures proper selection, operation, maintenance, and calibration of equipment.
7. Assists in training and mentoring Occupational Safety Specialist 1 staff by providing guidance, field instruction, and support in developing inspection techniques, compliance assessments, and equipment use.
8. Promotes and markets the services of the On-Site Consultation Program to employers to encourage voluntary compliance and improve workplace safety.
9. Performs other duties as assigned to support the mission and operations of the division.
10. Other duties as required.
