Job Description

We have an opening for a NEST Readiness Coordinator to analyze, improve, implement, and coordinate LLNL's Nuclear Emergency Support Team (NEST) responder readiness program. This role requires familiarity with DOE Order 153.1 and LLNL's compliance with these requirements. This individual analyzes present-state readiness business processes and workflows; develops improved future-state approaches; administers and maintains readiness and training records; executes readiness checks and notifications; and develops reporting, metrics, and analysis for program customers and management.

The position also serves as a liaison between program customers, responder organizations, and technical or administrative stakeholders to identify process gaps, improve cross-functional coordination, and support implementation of enhanced business solutions.

This position will be in the NEST Program Element within the Global Security Principal Directorate's Nuclear Threat Reduction (N) Program.

In this role, you will

  • Analyze readiness processes and workflows to support effective implementation of the LLNL Readiness Program and sustain compliance with DOE Order 153.1 requirements.
  • Evaluate current-state data flows and reporting capabilities, identify improvement opportunities, and help implement enhanced business solutions.
  • Contribute to development and refinement of readiness workflows and support monitoring of process changes and outcomes.
  • Provide in-depth consultation to customers and stakeholders on readiness procedures, workflow requirements, and reporting methods.
  • Analyze readiness data to identify trends, root causes, process gaps, and recommended corrective actions.
  • Maintain business process documentation and support controlled, cross-functional readiness processes.
  • Perform complex data extraction, reporting, and analysis to troubleshoot process problems and support operational decision-making.
  • Create comprehensive metrics, graphical summaries, and enhanced reporting on goals, status, discrepancies, qualification trends, and on-call coverage.
  • Assess exceptions, identify impacts to readiness, and recommend actions to address process gaps.
  • Maintain an escalation contact list/tree for routing readiness issues to the appropriate points of contact.
  • Maintain and track readiness portion of budget including project, personnel and procurement costs to meet targets established by the Readiness Lead.
  • Manage the LLNL Master NEST on-call watchbill and deployment roster by applying established coverage rules, qualification criteria, and availability inputs from Deployment POCs and responder organizations to determine on-call assignments; assess readiness status, identify cross-functional constraints, and escalate issues that may affect operational coverage.
  • Lead research and documentation efforts to improve readiness guidance and ensure requirements are clearly documented and maintained.
  • Develop and maintain business process documentation, user guidance, and training support materials.
  • Maintain a SharePoint site (or equivalent) used to document NEST facility capabilities, resources, and configurations.
  • Coordinate onboarding/offboarding administrative steps for contractor and subcontractor personnel that support NEST readiness (for example access requests, account tracking, required documentation), following established procedures.
  • Track issuance and inventory records for communications devices (for example pagers, cell phones, Starlink units), and coordinate updates with supporting organizations.
  • Support tracking of vendor/contract readiness-related information by maintaining records and routing actions to the appropriate contract or technical points of contact.
  • Develop and maintain end-to-end process maps for key readiness activities.
  • Develop and implement strategies for addressing process gaps, including those that cross functions.
  • Work cross-functionally to build effective and controlled readiness processes.
  • Perform other duties as assigned.

Qualifications
  • This position requires an Active DOE Q clearance (or active Top-Secret clearance) with ability to obtain Sensitive Compartmented Information access.
  • Bachelor's degree in business, accounting, finance, information management/technology, or related field, or the equivalent combination of education and related experience.
  • Significant experience analyzing business processes, workflows, and operational support activities in a service operations, logistics, mission support, or related environment.
  • Experience analyzing present-state processes, identifying constraints and improvement opportunities, and developing alternative future-state approaches.
  • Experience collecting, validating, analyzing, and interpreting operational data to support process improvements, troubleshoot issues, and improve reporting capabilities.
  • Experience developing and maintaining business process documentation, process maps, deskbooks, user guidance, training materials, or similar operational documentation.
  • Demonstrated ability to maintain accurate records, databases, and documentation with strong attention to detail and data integrity.
  • Strong analytical and problem-solving skills, including trend analysis, operational assessment, and resolution of process issues.
  • Strong written and verbal communication skills, including the ability to document requirements clearly, explain procedures, provide consultation to stakeholders, and work effectively across multiple functions.
  • Demonstrated ability to work independently on complex analysis tasks, coordinate multiple parallel activities, and collaborate with cross-functional stakeholders to closure.

Qualifications We Desire

  • Experience in technical operations, logistics, mission support, emergency/incident response, or similar operational environments, including familiarity with LLNL and/or NEST-associated systems and processes, such as ARMS, TRAKEN, WCD, paging/cell systems, or comparable tracking and communication tools.
  • Experience improving operational reporting capabilities, developing end-to-end process maps, and implementing business process improvements across functions.
  • Experience preparing training, user guidance, or consultation materials for stakeholders.
  • Experience leading multi-disciplinary efforts or coordinating project tasks and estimates.
  • Additional coursework toward an advanced degree or relevant professional certification.

Pay Range

$114,900 - $140,712 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance.
