Job Description

Purpose

The Contracts Manager is responsible for leading and managing all aspects of contract administration across Metronome's portfolio, including traditional FAR-based contracts and non-traditional acquisition pathways. This role provides strategic oversight of the Contracts function, ensuring compliance, reducing risk, and enabling scalable growth.

The position requires deep expertise in government contracting, including Commercial Solutions Openings (CSOs), Other Transaction Authorities (OTAs), SBIR/STTR pathways, and emerging acquisition models, as well as proficiency in leveraging AI-enabled tools to improve contract analysis, workflow automation, and operational efficiency.

This role serves as a key advisor to leadership on contractual rights, obligations, and risk posture while driving innovation in contracts processes to support a high-growth, technology-forward organization.

Duties and Responsibilities

Lead the development and implementation of corporate contracts policies, procedures, and governance frameworks across FAR-based and non-FAR acquisitions (CSOs, OTAs, SBIR Phase III, etc.)

Review, negotiate, and administer complex contracts, including:

  • FAR/DFARS contracts

  • OTA agreements and consortium awards (e.g., IWRP, SpEC)

  • CSO/BAA-based prototype and production efforts

  • SBIR/STTR Phase I-III agreements

  • Analyze contractual terms to identify risk, ensure compliance, and optimize profitability

  • Advise leadership on acquisition strategies, including nontraditional pathways (CSO, OTA, SBIR Phase III sole-source) and associated contracting implications

  • Oversee review of award documents and modifications for accuracy, completeness, and compliance

  • Serve as primary interface with government contracting officers, agreements officers, and consortium management organizations

  • Execute and maintain complete, accurate contractual documentation across all contract types.

Lead operational efficiency initiatives, including the integration of AI tools to:

  1. Automate contract review and clause analysis

  2. Improve proposal-to-award workflows

  3. Enhance compliance tracking and reporting

  • Ensure internal stakeholders are informed of contractual requirements, deliverables, deadlines, and risks

  • Develop and manage subcontractor agreements, RFPs, RFIs, NDAs, Teaming Agreements and modifications

  • Maintain organized digital contract repositories in compliance with regulatory and audit requirements

  • Prepare and submit recurring contractual reports and data calls accurately and on time

  • Lead development and maintenance of NDAs, teaming agreements, consulting agreements, and vendor contracts

Support proposal efforts by:

  • Reviewing and Preparing contracts/business volumes

  • Advising on contract structure and risk

  • Supporting capture strategies involving OTAs, CSOs, and consortium-based awards

  • Update and maintain company registrations (e.g., SAM.gov) and required compliance records

  • Support all government-mandated reporting requirements

  • Propose and implement continuous improvements to contracts processes, tools, and systems

Strong knowledge of U.S. Government contracting, including FAR/DFARS and non-traditional acquisition methods (CSO, OTA, SBIR/STTR)
Demonstrated experience working with OTA consortia, CSO submissions, or alternative acquisition pathways
Proficiency with AI-enabled tools (e.g., contract analysis, workflow automation, generative AI for drafting/review) and ability to integrate AI into contract operations
Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) or related tools
Exceptional attention to detail, analytical capability, and risk assessment skills
Strong negotiation, communication, and stakeholder engagement skills
Ability to manage multiple priorities in a fast-paced, high-growth environment
Strategic thinker with the ability to translate contracting requirements into business advantage
Strong organizational and time management skills with a proven ability to meet deadlines
Ability to operate independently and proactively
Qualifications
Bachelor's degree required (Business, Contracts, Legal Studies, or related field preferred)
Minimum 5+ years of Government contracting experience, including exposure to OTAs, CSOs, or SBIR programs
Demonstrated experience supporting proposal efforts and contract lifecycle management
Desired Qualifications
U.S. Government security clearance
Experience with DoD organizations, software acquisition pathways, or Platform One ecosystem
Experience implementing AI or automation within contracts or proposal operations
