Loudoun County Department of Family Services seeks a dedicated, professional candidate for its Child Protective Services Trainer position. The successful candidate will join the Prevention and Protective Services division and the diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

This position is eligible for a $3,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.


Job Summary

Loudoun County Child Protective Services (CPS) is seeking a highly skilled, energetic, and results-oriented Training Specialist to lead the design, execution, and ongoing enhancement of training and workforce development programs across the CPS spectrum, including Intake, Investigations, Family Assessments, and In-Home Services. This position involves more than just providing training; it plays a strategic role in developing workforce skills, ensuring consistent practices, and achieving real improvements in staff performance and service results.

The CPS Training Specialist will create and lead effective learning experiences, mentor staff in applying skills in real time, and work with leadership to align policy, practice, and performance objectives. The ideal candidate combines subject matter expertise with instructional excellence, capable of translating complex CPS policy and field practice into practical, actionable learning.

This position reports directly to the CPS Program Administrator and is based in the Leesburg office. The role plays a vital part in developing a competent, confident, and resilient workforce committed to child safety and family well-being.

Key responsibilities include, but are not limited to:

Training Design & Delivery

  • Design and facilitate high-quality, interactive training grounded in adult learning theory and best practices.
  • Deliver core and advanced training across CPS practice areas, including:
    • Family Engagement and Interviewing Strategies
    • Safety and Risk Assessment
    • Intake, Investigations, Family Assessments, and In-Home Services
    • CPS policy, legal requirements, and state guidance
    • Trauma-informed practice, cultural humility, and bias awareness
    • Evidence-based interventions and service planning
    • Documentation standards and case decision-making
  • Provide structured onboarding and field-based coaching for new hires, ensuring readiness for independent practice.
  • Reinforce skill development through observation, feedback, and targeted coaching. Curriculum & Program Development.
  • Develop, implement, and continuously improve comprehensive training curricula, including instructor-led, virtual, and e-learning formats.
  • Create and maintain training materials such as manuals, facilitator guides, job aids, and learning modules.
  • Conduct ongoing training needs assessments in collaboration with supervisors and leadership.
  • Integrate data, policy updates, and field feedback into curriculum revisions.
Performance & Quality Improvement
  • Establish and monitor training outcomes tied to workforce performance and service delivery.
  • Evaluate training effectiveness using data and metrics, including:
    • Knowledge acquisition and retention.
    • Skill application and behavior change in the field.
    • Timeliness and quality of casework practice.
    • Staff performance trends and competency development.
    • Retention, promotion, and workforce stability indicators.
  • Utilize systems such as OASIS, SafeMeasures, and COMPASS to inform training priorities and measure impact.
  • Drive a culture of continuous quality improvement by linking training to measurable outcomes.
Collaboration & Leadership
  • Partner closely with supervisors, senior staff, and program leadership to align training with operational needs and performance expectations.
  • Serve as a subject matter resource and practice expert to support consistency and fidelity across teams.
  • Coordinate with state and regional training partners to ensure compliance and alignment with Virginia CPS standards.
  • Foster a learning culture that emphasizes accountability, engagement, and professional growth.
Administrative Oversight
  • Maintain accurate training records, onboarding progress, and certification tracking.
  • Manage training schedules, logistics, and reporting requirements.
  • Monitor completion rates and ensure compliance with required training standards.
Hiring salary commensurate with experience.

Minimum Qualifications

Bachelor's degree in a Human Services field OR a Bachelor's degree in any field with a minimum of two (2) years of directly related experience in a human services area.

Preferred Qualifications:
  • Master's degree in social work, human services, education, or a related field.
  • Demonstrated expertise in Virginia CPS policy, family services systems, and in-home practice.
  • Prior experience in training, facilitation, or adult education, including Train-the-Trainer certification.
  • Formal training or certification in: Motivational Interviewing and Forensic Interviewing.
  • Experience with data and performance systems such as OASIS, SafeMeasures, and COMPASS.
  • Strong instructional design skills, including e-learning development.
  • Bilingual (Spanish/English) proficiency.


Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, including criminal, credit, CPS/APS, and DMV. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

Hold or obtain certifications such as CPR if required for assigned position. Obtain specific training such as CPS/Foster Care/APS state training as required or desired for assigned area.
