Job Summary

Responsible for the supervision, oversight, and day-to-day operations of Family Services in accordance with agency work plans and state and federal regulations (HHS/OECP/OKDHS). Provides supervision to the Family Services Advocates and ensures that quality services are provided to children and their families in the areas of family success goal-setting, family engagement and connection events, procuring and maintaining child health records and medical home documentation, monitoring certain compliance requirements, health services navigation as necessary, and support in home language when needed. Makes non-routine choices within established precedent, considering objectives, under limited supervision. Performs advanced troubleshooting or analysis; uses judgment to select from multiple known alternatives. Frequent interaction to provide basic information and/or occasional interaction requiring detailed procedural explanations or technical responses.


Responsibilities/Essential Functions:


  • Ensure that all health-related screenings are scheduled and completed and documentation collected to meet required timelines. Monitor compliance on required items and review periodic reports from Advocates on screenings, exams, immunizations, and follow-up progress to maintain compliance. Ensure that referrals to medical/dental providers are made as appropriate and that health system navigation resources are provided as needed. Oversee health compliance reporting; monitor and document items and run/review reports in ChildPlus database system any other applicable record-keeping databases to ensure full compliance with applicable regulations and grant requirements.
  • Ensure that the special health needs of children are being addressed and monitor compliance on child files.
  • Ensure that Family Success Plans are being completed, reflecting adequate collaboration with and individualized service delivery to families to meet their needs. Support Family Services Advocates as needed with linkages to community resources and referrals for crisis intervention, ensuring confidentiality and sensitivity to unique family needs.
  • Ensure that Family Enrollment Meetings are conducted successfully, and that Family Services Advocates provide all needed support during these meetings. Support the Advocates as necessary during the FEM process.
  • Ensure that effective parent programming and involvement is planned and undertaken including Parent Connections, provision of or referrals to parenting skill classes and family connection events, and encouragement to participate in Policy Council recruitment and elections. Compile information to report on these activities. Collaborate with program and community partners to help meet the needs of families for crisis intervention, family services, and case management, as needed.
  • Ensure that support is being provided to families in their home language as necessary, demonstrating sensitivity to cultural diversity. This includes the completion of screenings and assessments, and interpretation during required face-to-face interactions and meetings such as FEMs, Policy Council meetings, and Parent Connections.
  • Coordinate with contracted community service agencies to provide interpretation services for families who speak languages not supported by Family Services Advocates.
  • Assume caseload of families if needed during backfill process for departing Family Services Advocates.
  • Train, onboard, manage, and evaluate performance and progress of Family Services Advocates.
  • Perform other duties as assigned or requested.


Required Education/Experience


  • Bachelors degree, preferably in Social Work, Health/Health Sciences, Business Administration, or closely related field such as human services, family services, counseling, or a related field, or years of work experience commensurate with degree. Masters degree preferred.
  • CFLE (certified family life education credential) within 18 months of hire unless candidate holds a degree in social work, human services, family services, counseling, or a related field.
  • 3-5 years of business, health services, or counseling services experience.
  • 2 years of management/supervisory experience.
  • Bilingual (English/Spanish) strongly preferred.


Knowledge/Skills/Abilities


  • Must have proven successful interpersonal relationship skills to maintain effective and satisfactory working relationships with intra-department and inter-department staff, vendors, clients, visitors, and contractors.
  • Ability to follow oral and written instructions with ability to read, interpret, and present information efficiently and effectively.
  • Must be able to accurately audit records and ensure compliance with written or oral guidelines.
  • Ability to take initiative, multi-task and work well under pressure.
  • Must maintain strict confidentiality of extremely sensitive data, records, files, conversations, etc. Intermediate MS Office skills, working knowledge of accounting and budgeting practices.
  • Advanced organizational skills, efficiency skills and excellent attention to detail with a demonstrated commitment to completing assignments on a timely basis.

Essential Physical & Mental Requirements

Employee is subject to standing, stooping, walking, lifting, and carrying objects throughout daily job performance. Must be able to lift and carry fifty (50) pounds. Will be required to travel in Tulsa County. Exposure to all weather conditions and regular traffic hazard. Driving is required frequently.
