Job Announcement

Serves as the SAP Core Financials Functional lead on the FOCUS Business Support Group (FBSG) in the department. Manages a team of business analysts and works with various business process owners to maintain the functional aspects of the SAP system. Responsible for conducting business process redesign and ensuring system functionality.

Leads the day-to-day operations, strategic planning, and overall activities of the Core Financials functional team, serving as the subject matter expert and the main liaison for the financial modules in SAP including FI-CO, GL, AA, AP, AR, FM, GM, PS and TR. Acts as the lead coordinator, primary contact and representative from the FBSG during discussions with the county management, Fairfax County Public Schools, other business process owners and the Department of Information Technology. Holds a primary role in the change management process for the SAP system by leading the development of new functionality, and/or enhancement of existing functionality, as well as troubleshooting and resolving incidents/problems with current functional configuration. Maintains a comprehensive understanding of countywide procedures and policies and requirements related to processing in SAP system, including financial processing, security policies and procedures, reporting, state and federal financial policies, procedures and guidelines, internal and external auditing and controls, organizational structure, and other county business processes that are impacted by the SAP enterprise resource planning system. Responsible for the life cycle process for new development activities related to all current and future SAP modules. Serves as a core member of the overall FBSG leadership team and is a designated back-up for the FBSG division directors as needed.

NOTE: Fairfax County's current telework policy allows employees to telework up to 60% of the weekly working schedule. For this position, that generally equates to a maximum of 3 days a week of remote work and at least 2 days a week in the office at the Fairfax County Government Center in Fairfax, VA.

Provides direction to align technology with organization's strategy, priorities, and business needs;
Serves as lead system administrator for multiple complex interdepartmental systems in multiple environments on a variety of platforms;
Develops the processes and policies to ensure compliance with federal and state systems and regulations;
Serves as agency's point of contact to coordinate and funnel agency's needs and requests through Human Services' centralized IT Strategic Planning Group;
Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change;
Leads efforts to seek ways of applying new and existing technology to business processes, providing expertise on technical trends and external practices;
Manages the business process activities for the systems development life cycle for new and/or existing complex systems;
Manages the development, implementation, interoperability, quality assurance, and security of systems;
Identifies and maintains key performance measures for business processes associated with technical systems;
Manages workgroups that perform documentation of system requirements and specifications detailing user needs to be utilized by system technical support members;
Manages staff performing the functional testing process during solution implementation to ensure that they function correctly to serve user needs without compromising other system functions;
Determines appropriate system life cycle techniques and methods for implementation;
Supervises the delivery of training classes to user groups;
Evaluates, prioritizes, and educates others on the technical implications of requested changes and improvements on systems;
Coordinates multi-system solutions to clarify interdependencies so that systems interface seamlessly with each other;
Communicates with other IT functional areas to apprise them of project status, inform senior management of progress, and keep DIT's technology and service managers aware of user issues needing resolution;
Stays abreast of technology changes.

Ability to understand how IT affects an organization and ability to link it to redesigned business processes;
Ability to work cooperatively with technical staff and end users and establish and maintain relationships.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Demonstrated experience leading multiple full lifecycle SAP implementations and S/4HANA transformation projects, with strong proficiency in end to end solution design and execution.
  • Experience with configuration, implementation and support within SAP Financials.
  • Experience in public sector financial, budgeting, and/or accounting business areas.
  • Direct project management and/or supervisory experience, analyzing business processes and requirements and coordinating the development of system enhancements to support business process redesign.
  • Strong hands-on experience across SAP Financial modules, with particular emphasis on Funds Management (FM) and Grants Management (GM), as well as FI/CO, General Ledger, Asset Accounting, Accounts Payable, Accounts Receivable, Project Systems, and Treasury.
  • Experience in data migration, cross module integration, interface design, and coordination of SAP system upgrades or enhancement projects.
  • In-depth knowledge of financial reporting, budgeting processes, and public sector accounting principles and regulations.
  • Ability to bridge technical and business perspectives, with experience coordinating multi agency or cross departmental initiatives.
  • Ability to lead cross functional teams, manage stakeholders, gather requirements, facilitate workshops with business partners and maintain effective relationships with end users.
  • Leadership abilities in functional system administration and business process support and redesign.

PHYSICAL REQUIREMENTS:
Employee may be required to lift and carry up to 15 lbs. Incumbent must be able to operate keyboard driven equipment. Job is generally sedentary in nature; however, employee must be sufficiently mobile to attend meetings and make presentations. Must have the ability to communicate clearly and concisely, orally and in writing. Visual acuity is required to read data on a computer monitor and in printed format.
