MUST:

Data Architect/ Data Modeler

HHS Public Trust Clearance

5+ years of experience in data architecture, data modeling, or database design

Demonstrated experience modernizing legacy relational databases, particularly Oracle-based systems

Strong expertise in data modeling techniques (3NF, dimensional modeling, domain modeling)

Deep experience with PostgreSQL or similar modern relational databases

Proven experience designing data models that support API-driven or microservices-based architectures

Experience planning and executing data migrations from Oracle to PostgreSQL

Strong SQL expertise including schema design, query optimization, and performance tuning

Experience working in AWS environments and aligning data architecture with cloud-native services

Understanding of GraphQL data modeling concepts and API integration patterns

Experience working in Agile delivery environments with cross-functional teams

Strong communication skills with the ability to translate complex data concepts to technical and non-technical stakeholders

Preferred Experience supporting federal, scientific, or research-oriented programs

Preferred Familiarity with GraphQL schema design tools and federation patterns

Preferred Experience with data governance frameworks, metadata management, and data stewardship practices

Preferred Hands-on experience with AWS data services such as RDS (PostgreSQL), S3, Glue, Redshift, and Athena

Preferred Experience using data modeling tools (ER/Studio, ERwin, Lucidchart, or similar)

Preferred Familiarity with domain-driven design (DDD) and event-driven architectures

Preferred Experience working in regulated environments (FedRAMP, FISMA, NIST 800-53)

Preferred Exposure to data cataloging and lineage tools

Preferred Experience mentoring engineers and establishing enterprise data standards

DUTIES:

This role focuses on modernizing a legacy Oracle data environment into a scalable, well-governed, and API-driven architecture using PostgreSQL, GraphQL, and AWS-native services.

The Architect establishes authoritative data models, resolves legacy data inconsistencies, and defines standards that enable high-quality, interoperable, and reusable data across applications and analytics platforms.

This role partners closely with application, API, and DevSecOps teams to ensure that data design aligns with modern microservices and federated GraphQL architectures.

Working within a regulated federal environment, the Architect ensures that data is structured for integrity, auditability, and long-term sustainability while supporting cloud migration and digital modernization initiatives.

This role is focused on data architecture and modeling leadership, not primarily on building ETL pipelines. The ideal candidate defines how data should be structured and governed, enabling engineers to implement scalable and maintainable solutions.
