Overview

DecisionPoint Corporation is seeking a Deputy Program Manager / Functional Lead to support our U.S. Transportation Command (USTRANSCOM) Integrated Booking System (IBS) program. This role supports the planning, execution, and oversight of complex IT and functional initiatives, ensuring alignment with client objectives and corporate priorities.

The IBS program supports mission-critical transportation and logistics operations, and this position plays a key role in ensuring functional alignment between business processes and system capabilities. The Deputy Program Manager / Functional Lead provides leadership across functional and operational areas, ensuring alignment between business requirements, system functionality, and contract deliverables while supporting overall program performance.

The ideal candidate brings strong leadership, functional expertise, and the ability to bridge business needs with technical solutions in a fast-paced, mission-driven environment.



Duties & Responsibilities

    Assist the Program Manager in overseeing program execution, ensuring alignment with scope, schedule, and budget
  • Serve as the primary point of contact in the absence of the Program Manager
  • Lead functional teams in requirements gathering, analysis, and solution implementation
  • Act as a liaison between business stakeholders and technical teams to ensure requirements are clearly defined and executed
  • Support planning, coordination, and execution of IBS program deliverables
  • Identify risks and develop mitigation strategies to ensure successful program outcomes
  • Ensure alignment of functional processes with IBS system capabilities and mission needs
  • Participate in system reviews, testing activities, and user acceptance efforts
  • Collaborate with cross-functional teams to ensure timely completion of milestones
  • Provide mentorship and leadership to functional team members
  • Maintain and oversee program documentation using tools such as Jira and Confluence
  • Ensure compliance with program schedules, security requirements, and contract deliverables
  • Conduct regular program reviews and performance assessments
  • Support resource planning and staffing coordination across functional areas


Qualifications

  • Active Secret Clearance
  • IAT Level II certification (CompTIA Security+ CE preferred)
  • Minimum 4+ years of experience in program support, functional analysis, or project management
  • Bachelor's degree in Computer Science, Information Systems, Business, or related field (or equivalent experience)
  • Experience gathering and managing functional requirements in a government or enterprise IT environment
  • Strong experience with Jira, Confluence, or similar collaboration tools
  • Demonstrated leadership, organizational, and problem-solving skills
  • Experience supporting stakeholder engagement and program execution
  • Ability to work independently and in a fast-paced, deadline-driven environment
  • Strong written and verbal communication skills

Preferred:

  • Experience supporting USTRANSCOM or DoD transportation/logistics systems
  • Familiarity with the Integrated Booking System (IBS) or similar freight/logistics platforms
  • Experience in Agile or hybrid Agile environments
  • Understanding of SDLC processes and system implementation lifecycle
  • Experience in risk management and program reporting
