In this role, you'll serve as a Senior Administrative Analyst (Contracts) leading procurements that support critical organizational programs. As a technical specialist, you'll guide teams through the full solicitation, selection, and contract award process and apply best practices to develop, negotiate, and administer highly technical agreements. You'll ensure contracting integrity by conducting compliance reviews, documenting findings, and independently resolving complex issues-while providing the insight needed to support sound decisions operations across the organization.

What You'll Do

    Lead multidisciplinary teams through complex public agency procurements, including Request for Proposals (RFP) and Request for Qualifications (RFQual).
  • Develop, negotiate, and award highly technical professional services agreements that align with organizational programs.
  • Plan and conduct pre-proposal presentations, site visits, and job walks for internal stakeholders and respondents.
  • Evaluate proposals and prepare recommendation-to-award memoranda to support informed decision-making.
  • Perform compliance reviews, prepare written reports, and independently resolve complex contract issues to ensure compliance with terms and policies.
  • Provide contract training and guidance to internal stakeholders to strengthen procurement integrity.

Schedule: 44/36, Monday through Friday with every other Friday off. Monday through Thursday 9 hours per day, 8 hours per day every other Friday. Start times are no earlier than 6 am and end times are no later than 6 pm.

Hybrid: Metropolitan's current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience: Bachelor's degree from an accredited college or university in a related field and six years of relevant experience;

OR Master's degree from an accredited college or university in a related field and four years of relevant experience;

OR two years in an MWD Analyst classification.

Relevant Experience is defined as: public agency contract management andpurchasing experience in the acquisition of goods and services in professional services through issuance of solicitations including RFPs and RFQuals, award and negotiation of agreements, and contract administration activities.
