MTSI is seeking a
Program Security Representative with industrial security and acquisitions experience to provide support to a Government Program Management Office/Program Manager (PMO/PM) at Joint Base Anacostia-Bolling, DC.
As a security professional within MTSI, you will engage with Air Force program managers, engineers, and industry subject matter experts across air, space, and cyber domains, supporting Department of Defense (DOD) and Intelligence Community (IC) programs. This position involves working in a Special Access Program (SAP) and Sensitive Compartmentalized Information (SCI) environment.
Responsibilities:
- Assist in processing DD254 forms to ensure proper security planning and execution on contracts.
- Develop and implement a scalable framework for applying provisions of Program Protection Plans (PPP) to various projects within the organization.
- Coordinate Security Classification Guide (SCG) determinations for government programs, ensuring consistency with DOD and IC requirements.
- Collaborate with Integrated Product Teams (IPTs) and acquisition managers to incorporate security requirements into acquisition strategies and contractual documentation.
- Provide guidance and consulting on security requirements at all stages of the acquisition lifecycle, including contractor proposal evaluation and post-award compliance oversight.
Core Security Duties
Visitor and Access Control:
- Escort facility visitors and maintain associated logs.
- Assist in preparing and issuing facility access control badges.
- Maintain and support facility access control systems, including visitor management.
- Research, process, file, and maintain inbound and outbound visit notices.
Personnel Security and Clearance Processing:
- Maintain personnel access records in Joint Access Data Environment (JADE) and other security databases.
- Execute the Special Access Program Nomination Process (SAPNP) and Program Access Request (PARs) process.
- Manage personnel security files and customer-sponsored billets for SAP and SCI access.
- Track and monitor security clearance processing via government systems.
- Conduct personnel indoctrinations and clearance eligibility checks through DISS/SAP channels.
Classified Material and Document Control:
- Process and control classified materials, including mail, courier packages, and media accountability.
- Support classified document reproduction and transfers.
- Maintain document Top Secret accountability database and perform destruction of classified materials securely.
- Identify Critical Program Information (CPI) and generate Program Protection Plans as required.
Program Security Oversight and Compliance:
- Oversee all aspects of SAP security, ensuring compliance with policies and procedures.
- Collaborate with Contractor Program Security Officers (CPSOs) on contract efforts to meet mission security requirements.
- Support Air Force SAP security compliance inspections and enforce Standard Operating Procedures (SOP).
- Execute SAP/SCI security operations aligned with established directives and Security Classification Guides (SCGs).
Qualifications:
Required Experience:
- Journeyman level: Bachelor's Degree and 4-10+ years of experience.Associates Degree and 7+ years of experience can be considered in lieu of Bachelor's Degree. 12-19+ years of experience can be considered in lieu of degree.
- Senior level: Master's Degree and 10+ years of experience.Bachelor's Degree and 18+ years of experience can considered in lieu of Master's Degree. 22+ years of experience can be considered in lieu of degree.
- 4+ years of experience working within a Special Access Program (SAP) environment.
- Knowledge of acquisition processes and frameworks, with specific experience integrating security into program contracts and deliverables.
- Familiarity with DoD security policies, including DoD 5205.7 Volumes 1-4.
- Industrial security expertise, with a proven ability to process DD254s, implement Program Protection Plans, and perform Security Classification Guide (SCG) reviews.
- Experience working with cross-functional teams in acquisitions, including Integrated Product Teams (IPTs).
- Strong communication and advisory skills to work effectively with government program managers, engineers, and contractors.
Clearance Requirements:
- Must possess a TS Security Clearance with SCI eligibility.
