The starting base salary range for the Sr Director - PrMO is $153,000 to $200,000. Actual salaries will vary by geographic location and are based on factors such as candidate's qualifications, experience, skills, competencies, and company tenure & equity. In addition to base compensation, this role is eligible for an annual incentive plan based on company performance and individual performance.

Sr. Director- PrMO Overview

The Sr. Director, Program Management Office (PrMO) is a strategic, enterprise level role which oversees USAble Life's program delivery, portfolio governance, and change management functions. This role serves as both the head of the PrMO and the lead program manager ("playercoach") for the company's most critical cross functional initiatives. The Senior Director is responsible for establishing the enterprise program management operating model, ensuring alignment to corporate strategy, driving governance, and maturing organizational capabilities around planning, execution, risk management, and adoption. In this lean organizational design, the Sr. Director directly leads major enterprise programs while managing and developing a team of Program Managers and change/portfolio roles.

Essential Duties:



  • Define and lead the enterprise Program Management Office vision, operating model, and roadmap.
  • Translate corporate strategy into a prioritized program portfolio with defined business outcomes, funding strategies, and sequencing.
  • Establish governance processes (EPAC, SteerCo, Program Readout) that enable strategic decision-making and transparency.
  • Oversee delivery of large, multi-year enterprise programs using hybrid program methodologies (Agile, Waterfall, etc).
  • Own program-level planning, capacity allocation, dependency management, risk planning, and benefits realization.
  • Build and operationalize an enterprise change management framework.
  • Ensure every program includes adoption planning, executive sponsorship support, stakeholder mapping, communications, and training.
  • Establish rigorous benefits tracking for all programs, financial, operational, customer, and strategic.
  • Deliver executive-level dashboards, portfolio views, and quarterly value realization reports.
  • Ensures projects comply with corporate policies, corporate compliance standards, security, privacy, data governance, and regulatory requirements such as HIPAA.
  • Negotiates, approves, and monitors vendor agreements for program tools to ensure alignment with compliance, security, and operational requirements.
  • Work across IT, Operations, Product, Finance, Compliance, Marketing and external partners to ensure alignment, capacity planning, and delivery readiness.
  • Lead integration programs that involve or impact partner organizations (e.g., Florida Blue/Regence/HMSA/Arkansas BCBS).
  • Define and continuously uplift standards, templates, playbooks, stage gates, and reporting governance for program management.
  • Oversee program tooling (MS Project/Project Online, SharePoint, Power BI, Azure DevOps/Jira if applicable).
  • Lead and develop a small, high-performing team of Program Managers and supporting roles.
  • Promote a culture of transparency, accountability, inclusion, and continuous improvement.
  • Provide coaching, mentoring, performance management, and succession planning.
  • Performs other related duties and responsibilities as assigned


Required Knowledge, Skills and Abilities:



  • Strategic thinker with the ability to convert strategy into executable, measurable programs
  • Deep expertise in enterprise-level program design, governance, and execution
  • Executive communication skills, able to influence, negotiate, and present at the partner level
  • Strong financial literacy (business case development, CAPEX/OPEX oversight, value tracking)
  • Advanced capability in change management, organizational readiness, and stakeholder engagement
  • Proven track record of leading cross-functional teams in matrixed environments


Required Education and Experience:



  • Bachelor's degree or equivalent experience
  • 10+ years of progressive experience in program and portfolio management
  • 5+ years leading program organizations or enterprise program portfolios
  • PMP, PgMP, or comparable program management certification required; candidates actively pursuing certification will be considered
  • Experience leading programs across business + IT environments


Preferred Education and Experience:



  • Master's degree (MBA or related discipline)
  • Background in insurance or financial services, ideally within Life & Disability or Dental
  • Experience with BlueCross BlueShield plans is highly desirable
  • Experience maturing a PMO/PrMO into a strategic capability
  • Prosci or other formal change management certification strongly preferred
