Advance your career as an Associate Civil Engineer in the Water Supply Improvements Division (WSID) in the Water and Natural Resources Department at the East Bay Municipal Utility District (EBMUD). In this role, you will contribute to high priority projects focused on studying, planning, and developing supplemental and drought water supplies that strengthen EBMUD's long term water supply resiliency. There are currently two openings in WSID: one in the Water Transfer section and another in the Regional Projects section. Reporting to a Senior Engineer, the Associate Civil Engineer is a registered professional engineer level position on the EBMUD civil engineering career ladder.
Water Transfers: This section focuses on water transfer related supplemental supply projects. The Associate Civil Engineer in this section will focus on securing water transfers during droughts as a supplemental supply, monitor and maintain relationships with local, state, and federal agencies, and represent EBMUD in forums related to Central Valley Project water supplies, water transfers, and banking.
Regional Projects: This section leads efforts in developing water storage projects and groundwater management. The Associate Civil Engineer in this section will play a key role in advancing an innovative groundwater banking project in collaboration with partner agencies, ensuring sustainable groundwater management in compliance with state law, and strengthening regional resiliency to benefit EBMUD and partner agencies in preparation for droughts.
Within WSID, engineers are occasionally matrixed to the Division's three sections, depending on project needs. Besides Water Transfers and Regional Projects, the Associate Civil Engineer may also work on projects within the Office of Water Recycling (OWR). Key responsibilities in OWR may include purified water education, recycled water user site retrofits, and recycled water/non-potable reuse project expansion and water quality studies.
Specific responsibilities may include:
*Conducting environmental assessments and preparing environmental documentation to comply with the water supply project and water transfer requirements of CEQA and NEPA
*Performing complex engineering studies and technical analyses
*Developing costs, benefits, and yields of future supplemental water supply projects
*Developing, negotiating, and managing agreements and contracts with partner agencies, state and federal agencies, cities, counties, and other entities to develop and implement water supply projects
*Analyzing potential future water supplies and water transfer projects
*Understanding and analyzing EBMUD's water supply system to develop water conveyance solutions
*Managing project budgets and schedules
*Administering outside consultant and general service contracts
*Leading and directing inter-disciplinary project teams
*Presenting project findings and results to the Board, management, staff, other agencies, and the public
*Representing EBMUD in meetings with outside agencies/forums
*Reviewing proposed regulations and legislation to determine technical accuracy and potential fiscal impact on EBMUD, then making appropriate recommendations
The ideal candidate will have experience related to water transfers, groundwater, multi-agency collaborative work, working with and securing permits from state and federal agencies, environmental documentation and processes, and representing EBMUD in a variety of forums. In addition, technical experience related to water resources planning, including technical analysis of water supply, water demand, and future water needs; creating technical reports; project management; giving technical presentations, and working with other water agencies or state and federal water-resources related agencies.
As appropriate to the assignment, the ideal candidate will demonstrate proficiency in: project planning and management; oral and written communication skills; working and maintaining collaborative relationships with other agencies, experience with environmental documents and complex reports; and engineering analyses for a variety of projects.

The salary range is $12,842 per month increasing to $13,484, $14,158, $14,866 and $15,609 after 6, 18, 30, and 42 months, respectively.
