The Project Controls Manager will design and implement robust controls processes for our alternative delivery transportation portfolio. Responsible for the full lifecycle of cost, schedule, and risk management, this role ensures our Procurement, Engineering, and Construction teams operate with high-fidelity data and accurate forecasting. Responsibilities

    Project Controls Leadership: Establish and maintain robust project controls frameworks for cost, schedule, and risk management across multiple projects or an entire portfolio. Proven ability to conduct independent schedule reviews from a GEC or owneradvisory perspective, including evaluation of logic, sequencing, resource loading, and contractual compliance.
  • Cost Management: Responsible for the lifecycle of project financial controls, including commitment tracking, actuals reconciliation, and cash flow forecasting. Expertly manages integrated cost and schedule databases and supports Earned Value Management (EVM) processes to provide high-level performance insights.
  • Scheduling & Planning: Lead the development and management of Integrated Master Schedules (IMS) using Primavera P6 or MS Project. You will be responsible for identifying the critical path, performing risk assessments, and architecting recovery strategies to mitigate project delays. This role requires a mastery of CPM and PDM methodologies, including WBS development, logic sequencing, and advanced schedule reporting. Additionally, you will oversee the full scheduling lifecycle-from baseline establishment to compliance reviews-while translating complex data into actionable insights for DOT clients, contractors, and internal leadership.
  • Forecasting & Reporting: Prepare monthly forecasts and detailed progress reports for internal leadership and external stakeholders, maintaining Key Performance Indicators (KPIs) for cost and schedule performance.
  • Risk Management: Lead project risk management activities, including maintaining risk registers and performing quantitative risk assessments to support contingency planning and mitigation efforts.
  • Change Management: Manage the project change control process, ensuring all change orders are properly documented, assessed for impact on cost and schedule, and approved.
  • Collaboration & Guidance: Partner with cross-functional teams and provide guidance and mentorship to team on processes and procedures.


Qualifications

  • Bachelor's degree in engineering, construction management, finance, business, or a related field. Equivalent years of experience in heavy civil construction and project controls can be used in place of a degree.
  • Minimum of 10 years of progressive experience in project controls for heavy civil or transportation infrastructure construction, engineering, or industrial projects, with at least 3 years in a managerial and/or senior role.
  • Expert knowledge of heavy civil construction scheduling, including means, methods, sequencing, and field operations typical of transportation infrastructure projects.
  • Strong knowledge of cost engineering, scheduling, and risk management principles.
  • Proficiency in Primavera P6, MS Project, and cost management software.
  • Significant experience (minimum 50% of career) serving as a scheduler on complex heavy civil projects, preferably with a general contractor or a member of a designbuild team.
  • Strong analytical skills, including the ability to interpret schedule data, perform variance and trend analysis, and utilize MS Excel for advanced schedulerelated evaluations.
  • Advanced Excel skills (including data modeling and formulas).
  • Exceptional analytical skills, attention to detail, strong communication (written and verbal), leadership, and problem-solving skills and criticalthinking abilities, with the ability to influence cross-functional teams.
