The Air Traffic Business Area within the Homeland Sector is seeking a Director of Product Delivery to lead delivery execution for a large, mission-critical air traffic control automation program. This role carries full accountability for technical execution, cost, and schedule performance across a large-scale, agile software delivery effort expected to exceed 200 personnel at peak development.

The Director of Product Delivery serves as the primary execution leader for product delivery on the program, responsible for translating program objectives and contractual commitments into predictable outcomes across multiple agile release trains and cross-functional teams. This role includes responsibility for establishing and scaling the delivery model, as the product delivery function is being formed and expanded to support program needs.

This position is not an agile coaching role. The successful candidate will bring demonstrated experience owning delivery commitments, operating within cost and schedule constraints, and integrating agile delivery practices with formal program management, Earned Value Management (EVM), and regulatory requirements in a highly regulated, safety-critical environment. The Director of Product Delivery partners closely with the Program Management Office (PMO) and Technical/Engineering leadership to ensure delivery objectives are met while maintaining the rigor required for air traffic control systems.

Director of Product Delivery Responsibilities:

  • Own and deliver end-to-end technical, cost, and schedule performance for product delivery execution, including accountability for meeting program commitments.

  • Lead and direct large-scale agile delivery efforts composed of multiple agile release trains, product owners, and cross-functional development teams.

  • Establish, scale, and mature a delivery operating model that enables predictable execution, transparency, and effective decision-making.

  • Translate program objectives, contractual requirements, and architectural constraints into executable delivery plans.

  • Partner with the PMO to establish, manage, and execute the performance measurement baseline, ensuring alignment between agile execution and EVM reporting.

  • Actively manage delivery risks, dependencies, and tradeoffs, making timely decisions to protect cost, schedule, and technical outcomes.

  • Ensure delivery activities support incremental integration, verification, validation, and certification required for air traffic control automation systems.

  • Collaborate closely with Technical and Engineering leadership (Systems Engineering, Safety, Security, Human Factors, Verification & Validation) to ensure delivery plans are technically sound, compliant, and operationally viable.

  • Build, mentor, and lead senior delivery leaders with a focus on accountability and execution excellence.

  • Establish clear governance, escalation paths, and performance expectations across delivery teams.

  • Communicate delivery status, risks, and mitigation strategies clearly and credibly to senior leadership, customers, and key stakeholders.



Qualifications:

  • Bachelor's Degree in Engineering, Computer Science, Information Technology, or a related field from an accredited college or university with 12+ years of relevant experience or Masters with 10+ years of relevant experience.

  • Demonstrated experience leading scaled agile delivery efforts of 100+ personnel, including experience building or standing up new delivery teams and operating models.

  • Proven track record of delivering complex, mission-critical software systems with responsibility for technical performance, cost, and schedule.

  • Experience operating in highly regulated environments, preferably involving aviation, transportation, defense, or other safety-critical systems.

  • Strong understanding of agile delivery at scale, with emphasis on execution, dependency management, and delivery predictability.

  • Demonstrated experience applying Earned Value Management (EVM) in an agile or hybrid delivery environment.

  • Strong leadership, communication, and stakeholder management skills, with the ability to drive alignment and make decisions in complex organizations.

  • Proven ability to manage competing priorities and lead execution in high-visibility, high-accountability environments.



Preferred Knowledge and Skills:

  • Experience delivering air traffic control or air traffic management systems.

  • Experience leading delivery organizations using industry-recognized scaled agile frameworks (e.g., SAFe, LeSS, Scrum@Scale, or equivalent).

  • Experience standing up or significantly scaling new agile delivery organizations, including defining operating models, roles, and governance.

  • Project Management Professional (PMP) certification.

  • Agile or scaled agile certifications.

  • Experience delivering cloud-based, service-oriented architectures.

  • Experience integrating agile delivery with contractual, regulatory, and compliance-driven program constraints.

  • Demonstrated ability to establish delivery metrics and governance that support both agile execution and formal program reporting.
