Position Description


We support trained, effective Guardians Ad Litem to advocate for safe and permanent homes for the children we represent. Together, we will build and sustain an effective, racially equitable program that advocates for children and their families with compassion, high engagement, and a community lens.

About Us

Since its inception, the Minnesota Guardian ad Litem Program has committed itself to giving abused and neglected children a strong voice in our court system. The Program provides advocates who represent the best interests of abused and neglected children in court and are independent from the court and the child welfare system. Guardians' ad Litem (GALs) are appointed by a judge to represent a child's best interests in court proceedings.

The Minnesota Guardian ad Litem Program is a state agency providing services throughout the state of Minnesota.

Position Description

Human Resource (HR) Generalist - Excellence through people.

Our Human Resources team supports the Guardian ad Litem Program by promoting the concept that our employees are our most valuable resource and will be treated as such. We act as catalysts to enable all Guardian ad Litem employees to contribute at optimum levels of success.

Introduction:

This is responsible professional and administrative work in the Human Resources department of the Guardian ad Litem Program's central office.

Work involves managing and performing Human Resource (HR) system administrative functions in addition to collection and analysis of HR data, metrics, and statistics needed to support Program compliance in recruitment, retention, performance, and other HR related functions. Work is performed with considerable independence developing work processes and resolving problems subject to administrative policies under supervision of the Human Resources Manager.


Primary Responsibilities

Work includes:

  • Research and analysis of human resources matters through HR metrics and data
  • Administration and monitoring of HR information application platforms
  • HR Transaction processing and management

Primary Responsibilities: (additional detail on responsibilities provided upon hire)

  • Processing HR transactions in state-wide employment management system (SEMA4).
  • Collection and compilation of HR metrics and data from a variety of sources.
  • Administration, management, and resource contact for HR application assistance and troubleshooting (i.e., Performance Management System, Talent Acquisition Application, SEMA4, etc).
  • Prepares and signs off on employment verifications.
  • Prepares and maintains employee personnel files and records.
  • Serves as the custodian of all personnel files, ensuring confidentiality and compliance with all relevant laws and company policies
  • Maintains strict confidentiality regarding employee data, including but not limited to union information, compensation, health information, and performance records, adhering to legal and ethical standards.
  • Participation on various committees on which an HR representative sits, such as support to the volunteer component of the GAL program.
  • Data analysis and statistic compilation that helps identify trends and patterns in recruitment, hiring practices, employee motivation, turnover, and compliance.
  • Records management and documentation of key metrics from recruitment efforts, community engagements, and other activities related to attracting and recruiting talent.
  • Identify and foster meaningful and intentional community partnerships for improved engagement and relationship building.
  • Preparation of monthly HR reports for labor unions, payroll, and finance.
  • Content management for GAL public website and internal Program SharePoint site.
  • May perform other duties as assigned

Qualifications

Knowledge, Abilities and Skills:

onsiderable knowledge of principles and practices of personnel/human resource management.

Strong interpersonal skills with the ability to establish and maintain excellent relationships with others.

Ability to analyse issues, prepare reports and make recommendations.

Ability to manage and maintain data spreadsheets, records, and files.

Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships.

Thorough understanding of local, state, and federal laws involving employment and HR policies.

Pro?cient with Microsoft O?ce Suite or related software.

Pro?cient with or the ability to quickly learn the organizations HRIS, payroll, and similar employee management software.

Qualifications: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above. An example of an acceptable qualification for this position is:)

Bachelor's degree from an accredited college or university in human resources, organizational management, business management, public administration or related field and some experience in a human resources and/or court office.

May substitute an Associates degree in a related field in combination with considerable human resources experience.

**Successful candidate must pass background check upon hire and repeat background checks every three years thereafter.

The Location:

This position is a hybrid position where the selected candidate will work both remotely and in an office setting located at the MN Judicial Center in St. Paul, MN.
