Description

Under long-range administrative direction, the Director of Facility Service Operations is a senior management role in Facilities Management and serves as the administrator, manager and supervisor of large-scale maintenance, custodial, grounds and distribution/warehouse operations and initiatives for the SIU School of Medicine/SIU Medicine physical facilities and infrastructure. The Director of Facility Service Operations will work to plan and advance SOM physical facility services and operations delivery and advancements in current and new locations, develop strategies to optimize new partnerships, manage cross-functional project and program teams necessary to support facility services and operations, and establish the groundwork to ensure that those efforts become sustainable operating programs and partnerships. The Director of Facility Service Operations will be responsible for continually refining overall facility services and operations processes and will work with the Executive Director and other Facilities Management leaders to improve upon the model.


Examples of Duties

Administration 100%

  1. Serves as the Director of Facility Service Operations with the responsibility for planning, organizing, managing, evaluating, and enhancing maintenance, repair, and improvement of buildings, systems, and equipment, as well as coordinating service operational related projects and initiatives; develops and implements long-term facility plans and budgets that align with organizational goals and objectives.
  2. Develops and implements strategies for the safe, efficient and cost-effective management of the School's facilities; develops preventative maintenance programs for SIU SOM properties; plans and identifies material and equipment needs for maintenance and building projects; procures materials; schedules work in a manner to be least disruptive to the staff and the public; inspects work to ensure compliance with building codes and safety regulations; oversees the maintenance and repair of buildings, systems, and equipment to ensure they are in safe, efficient and good working condition.
  3. Develops and recommends the Facilities Services and Operations budget, and then administers the approved budget, completing all required documentation; assists in the development of long-term planning budgets for capital repair and replacement projects.
  4. Manages the procurement of necessary supplies, materials, and services for facility operations; coordinates with internal departments and external vendors to plan and execute service operational related projects.
  5. Ensures compliance with all relevant safety, environmental, and regulatory requirements; helps to create a safe, functional, and productive work environment for all employees.
  6. Collects and analyzes facility performance data and provides recommendations for continuous process improvement.
  7. Serves as supervisor of direct reports; assigns and reviews work; provides guidance and training; approves time off and reassigns staff to meet operating needs; counsels staff regarding work performance; recommends and imposes discipline; establishes objectives and prepares performance evaluations; determines staffing requirements. Manages and ensures that employees are complying with company policies and industry best practice health care standards in maintaining a clean, infection-proof, pest-free, hazard-free clinical environment. Guides larger, cross-divisional teams outside of direct span of control but within SIU SOM departments. Mentors and develops a team of managers and/or directors, managing work allocation, systems training, performance evaluations, and the building of an effective and efficient team dynamic. Works to develop and implement corrective action plans resulting in required process changes and outcomes when aberrant trends are identified. Maintains required competencies for self and all subordinate employees.
  8. In coordination with the Purchasing Department and SIU's General Counsel's Office, plans, develops, organizes, manages, and administers contracts and agreements for facility services and operations; ensures compliance with federal, state, and local laws, statutes, and ordinances.
  9. Maintains an inventory control system and purchases supplies, parts, and equipment through the established bid or price quote process that follows federal, state and local regulations.
  10. Ensures that regular inspections are conducted and documented of all facilities, grounds, and equipment to ensure that high standards for cleanliness, attractiveness and safety are maintained; recommends to the Facilities Management Executive Director any improvements needed.
  11. Approves the specifications and recommends contractors to perform maintenance and repair services, using established SIU procedures; supervises and inspects the work performed and recommends payment upon satisfactory completion of the work.
  12. Provides advice regarding facilities, recommends policies and regulations dealing with facilities, and coordinates facilities and custodial work with other departments; develops and oversees a maintenance and housekeeping schedule for facilities, which informs and provides notice to SIU SOM's offices and departments.
  13. Communicates regularly with the Facilities Management Executive Director or designee and appropriate staff about the needs and regulations and procedures for the effective operation of SIU SOM buildings and the maintenance and custodial programs so that cooperative working relationships with building staff are encouraged and maintained; maintains effective communications with SIU SOM leadership, staff, and the public to elicit support and to seek perceptions and ideas for the improvement of SIU SOM facilities.
  14. Oversees and manages the repair of hot water boilers, liquid chiller units, compressors, power generators, and kitchen equipment; repairs temperature control systems and air balance; oversees installation and replacement of electrical outlets, light fixtures, switches, wiring and receptacles, wiring electrical and electronic components of machinery and equipment.
  15. Establishes and implements a program of safety, accident prevention, and health maintenance for all department employees, including safe and proper use of equipment, vehicles and materials, identification and prevention of hazards, air quality controls, and prevention of accidents and injuries; works cooperatively with community and state agencies, including the police, fire, emergency, and health departments, to ensure that high standards of health, sanitation, and safety are maintained throughout all of the SIU SOM's facilities and grounds; provides a regular program of staff development to promote, cleanliness, efficiency, effective procedures, communication skills, work attitudes, and ethics.
  16. Consistently supports compliance by maintaining privacy/confidentiality of information, displaying ethics and integrity, reporting non-compliance and adhering to applicable federal, state and local laws and regulations, accreditation and license requirements (if applicable) and to current partner and SIU School of Medicine policies and procedures.

Qualifications

Minimum Qualifications

  1. 10+ years of experience in facilities management or a related field
  2. Bachelor's degree in engineering, architecture, or a related field
  3. Proven expertise in building systems, maintenance, and regulatory compliance
  4. Strong project management and problem-solving skills
  5. Excellent budget planning and financial management capabilities
  6. Effective communication and interpersonal skills
  7. Demonstrated ability to lead and motivate a team of facilities staff
  8. Has, or ability to obtain within 90 days of hire, UST Class A, B and C Operator certification
