WHAT YOU NEED TO KNOW (Job Overview):

This position is not eligible for relocation assistance.

The candidate must reside no more than 45 minutes from the Phoenix AZ chapter office.

The Regional Volunteer Services Officer plays a critical role in ensuring the American Red Cross has a strong, diverse, and engaged volunteer workforce to deliver our humanitarian mission. This position requires a leader who understands the unique demographics of our region, anticipates volunteer needs across all lines of service, and uses innovative strategies to recruit, retain, and engage volunteers from every community we serve.

The RVSO oversees all efforts and activities related to volunteer programs and services to ensure sufficient numbers of volunteers are available to meet operational needs and organizational objectives. This includes strengthening and growing programs within resource constraints, directing and supporting staff and volunteers, and ensuring continuity and excellence in volunteer engagement. The RVSO serves as a subject-matter expert (SME) for volunteer services, implementing strategy, managing processes, cultivating relationships, and ensuring coordinated outreach and partnerships both internally and externally.

Lead multiple programs/services (i.e. volunteer recruitment and engagement) for a division or lead a single program/service (i.e. volunteer engagement or recruitment) at a national scale. Oversees implementation for large-scale single programs/services or multiple smaller-scale programs/services. Provide support, development and/or leadership guidance to all volunteers.

Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

Strategic Leadership: Develop, implement, and execute strategies to advance volunteer services and sustain a robust volunteer pipeline. Oversee risk management issues specific to volunteer engagement.

Team Empowerment: Lead and inspire a team to deliver streamlined, flexible, and effective programs, systems, and processes. Ensure goals align with national standards and are consistently achieved.

Talent Management: Hire, train, coach, and evaluate volunteer and paid staff to build a well-qualified team that enhances operational success.

Data-Driven Decisions: Design and monitor metrics, collect data, and present key performance indicators to leadership for continuous improvement.

Community Engagement: Build strong relationships with internal teams, volunteers, and external partners. Implement creative outreach strategies to connect with diverse communities, overcome language barriers, and ensure volunteer opportunities are accessible and welcoming to all.

Brand & Experience Consistency: Collaborate with internal partners to strengthen the Red Cross brand and deliver a consistent, positive experience for volunteers across all lines of service.

Project Leadership: Lead the implementation of projects and programs that advance volunteer engagement.

Resource Management: May manage budgets and coordinate grant-related activities for contract-funded programs.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

Education: Bachelor's degree required.
Experience: Minimum 5 years of related experience.

Management Experience: Minimum of 3 years of supervisory or management experience.

  • Skills & Abilities:

    • Strong organizational and leadership skills.

    • Ability to manage multiple priorities, analyze problems, and implement solutions effectively.

    • Excellent interpersonal, oral, and written communication skills, including training and presentation abilities.

    • Proven ability to work independently while motivating a high-performing team.

Additional Competencies:

  • Digital Fluency: Skilled in social media and emerging communication trends, including newsletters, event page design, and recruitment content strategies. Ability to rapidly disseminate critical information during emergencies.

  • Language Skills: Proficiency in English and Spanish preferred to meet the communication needs of our diverse region.

  • Community Awareness: Demonstrated ability to engage with diverse communities, creatively address language barriers, and foster inclusive volunteer opportunities that reflect the demographics of the region.

Travel: May involve travel.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
