Job Purpose

National Grid is seeking a highly experienced Principal Program Manager to lead complex civil and environmental remediation projects, particularly those involving sediment cleanup. This role requires deep technical expertise in engineering design, construction oversight, and financial controls. The Principal PM will serve as the primary technical lead, ensuring all engineering and remediation activities meet company standards, regulatory requirements, and project objectives.

Key Accountabilities
  • Evaluate engineering design concepts, assumptions, and calculations for soundness and compliance.
  • Review contractor plans, cost estimates, and design drawings to ensure alignment with specifications and terms.
  • Ensure remediation designs are technically feasible and meet National Grid standards.
  • Act as the technical lead for assigned projects, partnering with the project's Lead Program Manager to drive execution.
  • Manage National Grid's responsibilities across consultants, contractors, and administrative teams.
  • Support the SIR Director in achieving strategic and operational goals.
  • Lead remediation efforts on complex civil construction projects with environmental and sediment concerns.
  • Apply knowledge of heavy civil cleanup techniques and regulatory frameworks.
  • Perform and oversee detailed reviews of cost estimate assumptions, unit rates, volumes, and supporting documentation.
  • Lead risk assessments to determine scope and control process applicability for reserve changes.
  • Ensure cost estimates are complete, mathematically accurate, and supported by valid source documentation.
  • Coordinate with SIR Lead Program Manager, Finance, SIR PMO, and SIR Directors for quarterly reserve change reviews and approvals.
  • Reperform and validate cash flow models for Superfund and non-Superfund sites, ensuring alignment with financial reporting standards.
  • Document and track all review steps in Excel Cost Estimate Summary templates and ensure audit readiness.
  • Review engineering assumptions and calculations for completeness and accuracy.
  • Validate formulas, named ranges, and source references in cost estimate spreadsheets.
  • Ensure contingency and inflation assumptions are properly applied and documented.
  • Ensure financial controls are met and project documentation is audit-ready.
  • Collaborate with the Regional Financial Director to meet rate case requirements and internal/external audit standards.
  • Provide process optimizations and assurance for construction financial development.
Qualifications
  • Bachelor's degree in engineering (Civil Engineering, Environmental Engineering, Engineering Management, or other related engineering disciplines)
  • 15+ years in engineering design and oversight, including review of technical calculations and contractor deliverables.
  • 10+ years managing complex civil/environmental construction projects, working collaboratively with Project Accounting and/or Estimating
  • 10+ years in construction, financial development and assurance.
  • Strong analytical and problem-solving skills.
  • Deep understanding of environmental remediation, cost estimation, and regulatory compliance.
  • Proficiency in reviewing and validating engineering and financial assumptions.
  • Experience using MS Project, P6 scheduling, estimating tools.
  • Excellent communication and stakeholder management.
  • AutoCAD / Civil 3D - For reviewing and interpreting engineering design drawings.
  • Microsoft Excel (Advanced) - Essential for:
    • Cost estimate modeling.
    • Reserve change tracking.
    • Formula auditing and validation.
    • Data analysis and reporting.
  • Primavera P6 or MS Project - For construction scheduling and milestone tracking.
  • Microsoft Access - Used for data management.
  • Professional Engineer (P.E.) preferred.
  • Project Management Professional (PMP) OR ability to attain one within 3 years of employment.
  • Valid driver's license with a safe driving history that meets National Grid's Safe Driver policy (e.g., must not have more than one traffic violation in the last year and/or more than one motor vehicle accident within the past three years.) required.
