Organizational Unit Overview
The School of Dental Medicine is composed of ten administrative offices and four academic departments. The Administrative units include the Offices of the Dean, Vice Dean, Associate Dean for Student Affairs, Associate Dean for Research, Associate Dean for Clinical Affairs, Associate Dean for Extramural Clinical Practices, Associate Dean for Faculty Affairs, Assistant Dean for Dental Education and Informatics, Assistant Dean for Academic Success and the Assistant Dean for Business Operations and Financial Affairs. The four academic departments are Surgical Sciences, Pediatric Dentistry, Orthodontics and Dentofacial Orthopedics, General Dentistry and Foundational Sciences.
Included in the mission of the School of Dental Medicine is to educate dental care providers (both dental students and dental residents) and to address the oral health care needs of the rural population of North Carolina. The School of Dental Medicine meets these missions by operating dental clinics that provide both educational experiences for the dental students and residents and provides dental care to the residents of North Carolina. These clinics occur in both Ross Hall in Greenville, North Carolina, as well as Community Service-Learning Centers located throughout North Carolina. To operate these clinics, appropriate dental auxiliaries and clinical staff are needed.
Job Duties
The School of Dental Medicine is an approximately $49 million enterprise, including state, auxiliary, research and foundation funds, that educates future dental leaders and provides oral healthcare to the citizens in North Carolina. The SoDM has the largest footprint of any ECU college/school across the state and provides oral healthcare in multiple locations, including Ross Hall, ECU Health, Ahoskie, Elizabeth City, Bolivia, Lillington, Spruce Pine, Sylva, Lumberton, Davidson County, Hyde County, Bertie County and Jones County. The SoDM provides care for more than 80,000 patients visits per year across these multiple locations. The SoDM also graduates over 50 Doctors of Dental Medicine each year along with approximately 32 residents.
The SoDM is composed of over 375 faculty and staff that support the educational, clinical, research and service mission of the school. This is a complex organization to support from a personnel, budget, patient billing and facility perspective. These efforts are led by the Assistant Dean of Business Operations and Financial Affairs. The Senior Director of Administration and Budget will provide support to the Assistant Dean in aligning academic, clinical, and research resources with SoDM's mission of education, patient care, research, and community service. This position oversees budget and financial management, facilities and space planning, workforce planning, and related compliance, ensuring that resources are managed strategically, efficiently, and in support of institutional goals.

Program Management - 20%: This position will provide oversight to the personnel and budget matters at the SoDM and carry forward the strategic initiatives on behalf of the Dean and Assistant Dean. Many personnel actions impact budget, requiring the two areas to be closely aligned and working in conjunction with each other. The Senior Director will serve as the SoDM liaison to the Department for People Operations, Success, and Opportunity.
The Senior Director will work closely with the Associate Dean for Clinical Affairs and Associate Dean for Extramural Clinical Practices on special projects related to budget and personnel matters that directly impact the clinical areas. As such, this position will be focused on recruitment and retention in the clinical areas and monitoring salary changes in the labor market. With the eight satellite offices across the state of North Carolina, recruiting and retaining qualified faculty and staff is a challenge. This position will work closely with each CSLC and the Department of People Operations, Success and Opportunities to identify the best recruitment strategies for each location, including job fairs. The Senior Director will attend job fairs to represent the SoDM, when possible. In addition, the Senior Director will work closely with recruitment firms to get the appropriate contractual arrangements in place and be actively involved in those searches to ensure ECU standards for recruitment are being followed.
The Senior Director will work closely with the Assistant Dean for Business Operations and Financial Affairs in the development and implementation of Dental Medicine Support Services policies. This position will identify policies that are needed to provide greater flexibility within the human resource system and work with all parties involved to develop and propose new policies. This position will also be responsible for the successful implementation of the new policies and be the primary point of contact on DMSS policy questions for the SoDM.
The Senior Director will be responsible for the initial review of SoDM contracts with internal and external agencies. These contracts include Graduate Medical Education ( GME), Vidant Medical Center service contracts, independent contractors, etc. Additionally, the individual is responsible for advising the Assistant Dean of Business Operations and Financial Affairs on any administrative and financial issues contained in these contracts. This position will work closely with the Department Chairs and other leaders to develop contracts as needed.

Budget and Reporting - 25%: Supporting the Assistant Dean of Business Operations and Financial Affairs, this position will support the development and monitoring of the School's budget, multi-year forecasts, and strategic investments. The Senior Director will provide indirect supervision to the CSLC Business Managers and Ross Hall Business Manager and collaborate to align staffing, scheduling, and patient services with financial priorities and revenue optimization. The Director will educate Business Managers on the budget process, review their budgets with them monthly and require submission of budget variance reports each quarter. Each quarter, the Assistant Dean and Senior Director will meet with the Associate Dean of Extramural Clinical Affairs and Associate Dean of Clinical Affairs to review their quarterly budgets. The Senior Director will also work with the Budget and Accounting Office and the business managers to identify cost savings measures within the CSLC's and Ross Hall to meet operational and financial goals. This will foster a greater understanding and accountability of budgets.
The Senior Director will work with the Assistant Dean/Senior Director for Development on day-to-day matters related to foundation accounts and giving. This position will monitor the foundation funds to ensure the expenses are charged to the appropriate fund based on the fund agreement.
The Senior Director will also work closely with the Grants Manager on matters relating to GCRT funds, salary redistributions and the monitoring indirect funds. In addition, this position will work closely with the Associate Dean of Research, as the Grants Manager's supervisor, to ensure deadlines are met. This position will also ensure coordination of EPAF's and other salary changes needed for grant funds.

Clinical Operations - 30%: The Senior Director will work closely with the Assistant Dean of Business Operations and Financial Affairs, Associate Dean of Clinical Affairs and Associate Dean of Extramural Clinical Practices to provide analysis of the clinical operations. This data will be used to identify where greater efficiencies can occur to increase patient revenue. This position will help build dashboards that identify scheduling opportunities, utilization of dental chairs, next available appointments, cancellations and no shows. The SoDM houses a substantial amount of data in PowerBi and this position will be responsible for analyzing this data monthly to identify trends that are directly impacting our revenue and working with the leadership team to improve processes and meet our operational and financial goals.

Communication - 15%: The Senior Director is responsible for fostering relationships within the health sciences academic areas and across the university. This position will work closely with the Office of People Operations Success and Opportunities, the Office of Financial Planning and Analysis and Academic Affairs. This position will communicate on behalf of the Assistant Dean for Business Operations and Financial Affairs to work through challenges and help resolve issues.
The Senior Director will serve as the primary point of contact when the Assistant Dean of Business Operations and Financial Affairs is not available, including attending meetings in the Assistant Dean's absence. This will require the Senior Director to form solid working relationship with leadership and ensure effective written and verbal communication.

Credentialing - 10%: The Senior Director will also provide oversight to the credentialing functions at the SoDM. This role has implications that span across the school, but specifically with patient billing and clinical operations. The Senior Director will work closely with the credentialing coordinator to identify process improvement and efficiencies.

Employment in this position provides eligibility to participate in the UNC Optional Retirement Program ( ORP) which offers matching employer contributions and employee control of investment choices, along with eligibility to participate in various Voluntary Supplemental Retirement Plans (401k, 403b, 457). This position is not eligible to participate in the NC Teachers' and State Employees' Retirement System ( TSERS). Additionally, this position offers multiple voluntary options for Medical, Dental, Vision, and Life Insurance as well as various supplemental plans including Critical Illness, Flexible Spending Accounts, Cancer, and Disability.

While this position is not automatically eligible for the NC Teachers' and State Employees' Retirement System ( TSERS), new hires transferring from another North Carolina state agency and current ECU employees transferring internally who had been enrolled in TSERS in their previous employment will continue participation in TSERS. These individuals may be able to elect to participate in ORP if they had not been offered that option at the time of their initial enrollment into TSERS.
Minimum Education/Experience
An appropriately accredited master's degree in public health administration, hospital administration, business administration, or related program and five years of administrative experience or five years of experience in clinical administration.

Experience leading critical human resource and financial functions in a dynamic environment while building effective teams.
Experience in healthcare administration
Strong oral and written communication skills, and the ability to work collaboratively with students, staff, faculty and offices across the university.

Experience with ECU's systems, such as Banner 9, PeopleAdmin, PORT, ecuBIC, PowerBi, Banner Self-Service, Extender.
Proficiency with Microsoft Excel, Word and PowerPoint.
