engineers will create a measurable and minimally acceptable baseline security program in accordance with all applicable Department of Defense requirements for the JPC. The following activities will also be included:
Support the JPC s Information Technology and Information Management (IT/IM) to create Information to provide necessary system artifacts to support IT/IM Portfolio Management efforts. Support the JPC s IT/IM to identify and define IT systems by the departments and business units that represent common collections of related, or highly dependent, information capabilities and services. Support the JPC s IT/IM to links portfolio objectives to JPC vision, mission, goals, objectives, and priorities; develop quantifiable outcome-based performance measures; identify capability gaps, opportunities, and redundancies; identify risks; and provide continuous process improvement. Support the JPC s to identify and select the best mix of IT investments to strengthen and achieve capability goals and objectives for the portfolio and demonstrates the impact of alternative IT investment strategies and funding levels. Support the JPC s to ensure IT investments are monitored and evaluated against established performance measures to determine whether to recommend continuation, modification, or termination of individual investments within the portfolio. Support the JPC s to ensures measure actual contributions of the portfolio against established outcome-based performance measures to determine improved capability as well as to support adjustments to the mix of portfolio investments, as necessary. Create Pre-Certification & Accreditation (C&A) per Federal Information Processing Standards (FIPS) 199 & 200 (boundary and scope validation), which includes a review of system design documentation, security plans, and Continuity of Operations (COOP)/Disaster Recovery Plans. Create Pre- Certification & Accreditation (C&A) configuration baselines, policies, procedures and necessary artifacts to ensure compliance with all applicable DoD Information Assurance Federal Information Processing Standards (FIPS) 199 & 200 guidelines and standards. Create a detailed gap assessment report that describes all instances of noncompliance with security requirements, along with recommendations for remedying the deficiencies. During the course of the engagement, critical vulnerabilities or issues of noncompliance must be communicated to agency stakeholder. Provide overall Project Management (PM) actions for all approved projects related to IA Compliance activities. Create accurate and high-quality documentation (accepted by the government) to enable an independent third party to assume this work with quick transition. Perform activities in a collaborative manner partnering with designated Customer IM contacts that shall be interfaced with in the design, development and delivery of the solutions. Provide weekly status and progress updates on overall Project Management (PM) actions for all approved projects related to Software Development activities. |
