DESCRIPTION OF WORK

This Deputy Director of Strategic Operations (Administrative Officer 3) is a member of the DGS executive office. You will be expected to make critical decisions and consult with senior leaders regarding project management, modernization, change management, strategic planning, and training in this position. Your work will center on leading and managing strategic, high-impact projects through data-driven approaches that align with agency-wide goals. This involves designing and refining planning frameworks, developing visual tools to track priorities, and applying structured problem-solving to address workflow inefficiencies and compliance gaps. You will support executive decision making through clear communication of complex data, prepare policy briefs and operational guidance, and contribute to budget planning and resource allocation. Collaboration with program leaders and the Policy Office throughout your work in this role will ensure tailored solutions and policy optimization that reflect best practices and strategic alignment. In addition to project management, you will also facilitate training sessions and workshops that support operational changes and continuous improvement. This involves developing customized learning tools and coaching staff to build internal capacity for identifying and addressing performance gaps. Our team will rely on you to adapt training efforts to each program area's readiness and context, promoting effective change navigation. Your responsibilities will also contribute to broader organizational goals by leading initiatives that enhance culture, morale, and communication. Work Schedule and Additional Information:
- Full-time employment
- Our office hours are 7:00 AM to 5:00 PM. Work hours total 7.5 hours per day and can be discussed in more detail during the interview.
- Telework: You may have the opportunity to work from home (telework) part-time, usually up to two days per week. This can be discussed in more detail during the interview. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Administrative Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
- Any equivalent combination of experience and training.
Additional Requirements:
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Experience leading strategic projects that align with organizational goals and involve cross-functional collaboration
- Experience designing or implementing strategic planning tools such as dashboards, visual aids, or performance tracking systems
- Experience facilitating trainings, workshops, or change management sessions using frameworks like LEAN or process mapping
- Experience applying structured problem-solving methods to address workflow inefficiencies, compliance issues, or service delivery challenges
- Experience developing policy briefs, operational guidance documents, or executive-level reports to support decision-making
