We are looking for a highly skilled and detail-oriented transmission planning professional with strong analytical expertise and a collaborative mindset to lead OUC's long-term transmission system planning efforts and ensure compliance with industry standards.

In this role, you will lead long-term transmission planning to ensure system reliability, regulatory compliance, and strategic growth. You will perform steady-state and stability analyses using PSS/E and TARA, manage the EMS state estimator, and develop OUC's Capital Plan. This position collaborates with FRCC, FMPA, and neighboring utilities to deliver accurate studies, prepare compliance documentation, and drive system improvements. We're seeking a technically strong, relationship-focused leader who can navigate FRCC processes and mentor others while shaping the future of OUC's transmission system.

The ideal candidate will have:

  • Bachelor's degree in Electrical Engineering from an ABET-accredited program (Professional Engineer license preferred)
  • 8+ years in long-term transmission planning, system protection, distribution planning, or EMS support, preferably with a utility or transmission-focused consulting firm
  • Proficiency in Siemens PSS/E and PowerGEM TARA for steady-state and stability analysis; EMS experience a plus
  • Deep knowledge of NERC TPL compliance, capital planning studies, and FRCC commitments
  • Strong collaboration skills with experience engaging diverse stakeholders
  • Proven ability to develop transmission models, perform stability studies, and deliver actionable recommendations
  • Excellent communication skills with the ability to produce clear reports, presentations, and compliance documentation

Salary Range: $115,920 - $144,900 annually - commensurate with experience

Job Purpose:

Performs and leads: the evaluation of the electric transmission system for reliability; development of OUC's Capital Plan; compliance with relevant NERC standards; administration of the OUC Open Access Transmission Tariff; support of the Energy Control Center Transmission Operator (TOP) and Balancing Authority (BA) responsibilities; managing the EMS system state estimator and real time contingency analysis system. Leads related projects/programs, analyzes systems for improvement/enhancement, and stays current on industry trends.

Primary Functions:

  • Lead studies evaluating the reliability of the transmission systems in real time, operational and long term horizons; from those studies create compliance documentation, reports, presentations, and recommendations;
  • Determine the various factors (i.e., load growth, technology changes, standards changes, etc.) that impact the OUC system and develop a plan for proactive system improvements (OUC Capital Plan);
  • Support OUC's Transmission Operator and Balancing Authority functions through coaching the operators on performing studies, developing operating plans, developing procedures, and responding to real time needs;
  • Develop and maintain Energy Management System (EMS) state estimator and real time contingency analysis systems;
  • Develop and maintain Open Access Technology International (OATI) products at OUC, as needed (OASIS, Webtrans, etc.);
  • Develop and maintain programs and tools to meet requirements of regulatory agencies and industry standards such as North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC);
  • Attend and represent OUC at industry groups such as NERC, SERC, FRCC, etc.; attend seminars, advanced technical training, and meetings pertaining to primary functions;
  • Research emerging issues, standards and advancements related to the power industry, and apply to OUC;
  • Identify potential weakness or opportunities for enhancement in assigned work, develop recommendations, and initiate actions;
  • Coordinate, guide, and train personnel on specific projects and programs; provide work and/or technical guidance to team members; lead and/or manage assigned projects and programs, as needed;
  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge on several of the following topics;
  • Power Plant Operations
  • Power System Balancing Authority operations(i.e. Real Time, Tags, Schedules, Operators);
  • Physical Transmission System Concepts (i.e. Permits, Ratings, Environmental and Property issues);
  • Short Circuit concepts, Protective Relaying and system command and control;
  • Factors that impact the performance of the OUC transmission system
  • Familiarity with line, transformer and generator modeling concepts;
  • Performing Stability studies
  • Inverter Based Resource modeling and issues;
  • Relevant NERC, SERC, IEEE, and FRCC standards;
  • Relevant FERC Orders and Pro Forma Open Access Transmission Tariff;
  • EMS and Supervisory Control and Data Acquisition (SCADA) system;
  • Data Historians;
  • Open Access Technology International (OATI) products (i.e. WebTrans, ETag, Oasis, etc.);
  • Python programming;
  • Automation of study work.
  • Intermediate level skill with Transmission Planning software packages (i.e., Siemens PSS/E and PowerGEM Tara);
  • Effective oral and written communications skills;
  • Ability to:
  • Develop programs and processes based on general requirements such as standards, regulations, and industry practices;
  • Develop a study, execute, and provide supported recommendations from a general problem statement;
  • Investigate and use a variety of learning resources to develop new tools and techniques;
  • Lead other engineers in projects and studies;
  • Read and understand engineering drawings and specifications, and OUC system maps;
  • Perform related engineering calculations;
  • Create and maintain reports, tables, and presentations;
  • Make arithmetic computation using whole numbers, fractions and decimals, rates, ratios and percentages;
  • Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/Years of Experience Requirements:

  • Bachelor's degree in Electrical Engineering from an ABET accredited college or university;
  • Minimum of eight (8) years of directly related electric distribution planning, system protection, transmission engineering, or EMS support experience;
  • Experience in transmission planning (preferred);
  • Professional Engineer (PE) registration (preferred);
  • Advanced training in Power Systems (preferred).

Working Conditions:

This job involves occasional exposure to some disagreeable elements (dust, heat, fumes, cold, noise, vibration, wetness) and accidents are improbable other than minor injuries. This job may involve working in confined areas, in outdoor weather conditions and with the risk of electric shock.

Physical Requirements:

This job consists of typing, reading and writing. This job may consist of standing, walking and sitting. This job may consists of lifting up to twenty (20) lbs., bending/ stooping, reaching over head, repetitive motions and climbing (ladders, stairs, hills, etc.). This job may consist of driving a company vehicle.
