Description

Job Title: Sr Acquisition Manager
Clearance Required: U.S. Citizen, DHS Public Trust (EOD) (Secret or above preferred)
Work Location: Onsite; Arlington, VA

Alpha Omega is seeking an Acquisition Manager to support a cross-functional agile development team in a fast-paced environment. The selected candidate will, to a minimum, fulfill the responsibilities listed in the Responsibilities section.

Key Responsibilities:



  • Serve as lead POC for all Procurement Actions for the Program
  • Maintain traceability of all pre-award actions including new awards, renewals, options, and option modifications
  • Maintain traceability of all post award actions including new awards, renewals, options, and option modifications
  • Review prior procurement requirements.
  • Review and update current fiscal year requirements.
  • Update Procurement Tracker
  • Update Contract Data List
  • Attend technical meetings with the solutions group and vendors as procurement representative
  • Prepare year end memos for funding and CLIN realignment for the major contracts.
  • Create and track Procurement Packages to include but not limited to:

    • Create and update Procurement Package Checklist
    • Update MRR, LSJ, Acq Pln, IGCE
    • Request for updated Market Research Estimates
    • Create a Market Research Estimate Summary
    • Draft Required Contract Language Checklist, Data Rights, Privacy Checklist, Appendix G, etc
    • Set up meetings as needed with OAQ and other internal stakeholders.


  • Notify Finance Manager of any changes to funding needs
  • Create Using information learned from market research, make recommendations to gain information from Request for Information (RFI) posting.
  • Prepare draft of RFI including questions for industry
  • Analyze RFI responses and make
  • Create and update Contract Administration Folders
  • Work with Database and Automation Engineer to update any relational database tables
  • Develop and maintain Adhoc and canned reports
  • Maintain Procurement/Logistics Databases
  • Draft artifacts based on existing templates
  • Update templates as needed.


Required Qualifications:

Education:



  • Bachelor's degree in business or an IT related field, which can be substituted for technical certifications or relevant experience.


Experience/Skills:



  • 5 years' in-depth experience managing and maintaining processes and procedures
  • Highly organized with a thoughtful, methodical approach and the ability to pivot and adjust their approach to meet evolving requirements
  • Obtain market research quotes from vendors
  • Prepare draft Market Research Report
  • Enter ITAR information not included in the bulk ITAR submission
  • Prepare Appendix G and obtain signatures
  • Obtain ITSR
  • Prepare Independent Government Cost Estimate (IGCE)
  • Prepare Privacy Questionnaire, route for signature, and submit through the Privacy Portal
  • Prepare Data Rights Questionnaire and route for signature
  • Prepare justification memos: Brand Name or any other memos needed to justify other than full and open competition
  • Support the Contracting Officer during the bid and award stages with additional information or updated documents
  • Review draft of award documents for quality control
  • Prepare COR nomination package
  • Must be able to successfully complete the DHS security and suitability background check
  • Ability to operate effectively in a team environment
  • Ability to work remotely and utilize Microsoft Teams, Office Suite, and other emerging technologies
  • Must be proactive and able to use forward-planning utilizing "what if" simulations to evaluate proposed changes
  • Excellent customer service, attention to detail
  • Excellent oral and written communication skills
  • Must be able to work in a team environment
  • Ability to learn new systems and processes quickly
  • Ability to work in a fast-paced environment


Preferred Qualifications:



  • Federal Government Experience; and
  • Federal Procurement Experience; or
  • Federal Finance Experience; or
  • Federal On-Boarding Experience


Certification(s):



  • FAC-C or DAWIA Levels 1-3 - Desired


Salary and Benefit Information:

The likely salary range for this position is $121,000 - $170,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
