Summary:

We are seeking a detail-oriented and proactive Deputy Project Manager (DPM) to support the execution and management of a critical contract for the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). The DPM will assist the Project Manager in leading cross-cutting enterprise planning initiatives, coordinating across task areas, ensuring quality deliverables, and supporting internal team operations.

This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States.

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.


Responsibilities

Essential Job Functions:

  • Support the Project Manager in day-to-day contract oversight and coordination with FEMA stakeholders and internal teams.
  • Assist in tracking contract deliverables, milestones, risks, and resource allocations across PED task areas.
  • Lead or support sub-teams in the development and maintenance of planning tools, data frameworks, templates, and knowledge management systems.
  • Help coordinate efforts across branches supporting both deliberate and crisis action planning.
  • Support the execution of planning workflow standardization initiatives and documentation of standard operating procedures.
  • Prepare drafts of project documentation including status reports, briefings, risk logs, and meeting minutes.
  • Serve as a secondary point of contact to the government and support issue resolution and communication flow.
  • Monitor team performance and ensure alignment with contract goals and FEMA's mission requirements.
  • Provide quality assurance and ensure documentation and deliverables meet FEMA and contractual standards.
  • Step into the Project Manager role during absences or as delegated.

Qualifications

Necessary Skills and Knowledge:

  • Be able to read, write, speak, and understand English.
  • Strong understanding of planning processes, program management, and contract operations.
  • Proficient in Microsoft Office Suite, SharePoint, and project management tools.

Minimum Qualifications:

  • Minimum 3+ years of experience in project or program support roles on federal government contracts, preferably with FEMA or in emergency management.
  • Demonstrated experience supporting multi-disciplinary teams and cross-functional projects.
  • Must have a Secret clearance.

Preferred Qualifications:

  • Bachelor's degree in Emergency Management, Public Administration, Project Management, or a related field.
  • PMP, PgMP, or equivalent certification preferred.

Pay and Benefits

The salary range for this position is $110,000 to $145,000 annually.
