About the College/Unit/Department
Part of the Division of Student Affairs, University Housing consists of nearly 2.8 million square feet of facilities and is home to more than 9,000 students. The department employs 220 full-time staff members, 21 graduate assistants and 565 undergraduate student workers. As a self-supporting auxiliary, University Housing operates a $59 million budget derived only from student housing fees and other non-state sources.
In support of its mission to provide comfortable, affordable and secure housing options where the academic success and personal growth of residents are encouraged and supported, University Housing engages staff members in competency-based training and students in curriculum-based engagement focused on community building, interpersonal skills, social awareness and responsibility, and well-being.

Minimum Qualifications
Requires technical knowledge in the field acquired through an apprenticeship, a 2-year degree, or professional certificate. Please contact your Human Resources office for an evaluation of education/experience in lieu of the required minimum qualifications.
Preferred Qualifications

  • Graduation from an accredited college/university with a Bachelor's degree; or equivalent combination of education and experience.
  • Proficient general office skills including: file management, telephone communication, customer service skills, bookkeeping skills, data entry.

Position Summary
The Human Resources Specialist plays a key role in supporting Housing's human resources operations, with primary responsibilities in hiring, payroll administration, and HR process coordination. This position serves as a key resource for Housing supervisors and staff, providing guidance on hiring procedures, onboarding, payroll, and policy interpretation. Operating at an entry-level professional capacity, this position ensures timely and compliant HR processes while maintaining effective working relationships with staff and supervisors. The HR Specialist also contributes to policy development, data reporting, and continuous process improvement initiatives within the Housing HR function.

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituents.
  • Ability to make administrative and procedural decisions on sensitive, confidential issues.
  • Ability to analyze complex information, define and solve problems, and accurately draw appropriate conclusions.
  • Knowledge of Microsoft Office (Word, Excel, Outlook Calendar, Access), and ability to easily learn new systems as required.
  • Ability to apply standard software applications to data issues and analysis.
  • Entry level knowledge of human resources laws and regulations.
  • Entry level knowledge of concepts, methods, practices, and procedures of human resources.

Hiring and Position Management

  • Support the hiring process by posting positions, submitting hiring proposals, and initiating background investigations.
  • Communicate with supervisors and new hires during all stages of the hiring process to keep them informed as to the status and progress of the hiring process.
  • Assist in the on-boarding/separation processes of Housing employees, including sending out welcome emails with new hire information and separating employees in OneUSG Connect in a timely manner.
  • Maintain a detailed and accurate list of current staff, as well as a list of vacant positions.
  • Transfer staff among communities and supervisors as needed.
  • Enter new hire, transfer, and separation memos in StarRez for student staff.

Payroll

  • Assist supervisors and employees with payroll-related issues in a timely and accurate manner.
  • Accurately process funding of positions to facilitate payroll.
  • Analyze payroll cost and funding information to ensure accuracy and completeness.
  • Run weekly and biweekly queries to ensure that information in OneUSG Connect is accurate, that staff are reporting hours on the correct time card, and that student staff are not exceeding their maximum overall hours or working long shifts.
  • Review assigned time cards and identify and correct errors.
  • Review exceptions in OneUSG Connect and correct them.
  • Monitor Federal Work Study student earnings and reclassify students as needed.

  • Maintain excellent knowledge of UGA and Housing policies and procedures.
  • Accurately interpret policies, procedures, laws, and regulations drawing on applied experience and training.
  • Provide accurate advice and assistance to university employees, supervisors and management.
  • Analyze complex queries and draw appropriate conclusions which completely address all aspects of the topic or issue.
  • Maintain, and actively enhance, effective communication and working relationships with university employees, supervisors and management.
  • Prepare and effectively communicate reports concerning human resources activities.
  • Assist in developing Housing HR policies, procedures and programs.
  • Research, analyze and make recommendations for specific policy-related issues.
  • Seek out and attend HR trainings within the University and outside of UGA to broaden knowledge and experience related to HR.
  • Seek out opportunities to apply obtained knowledge and information.
  • Participate in departmental "all hands on deck" events (i.e., move-in, move-out, residence hall emergencies, etc.).
  • Perform miscellaneous job-related duties as assigned.
