The Lead Stormwater Compliance Specialist will lead the implementation of the Stormwater Pollution Prevention Plan (SWPPP) to ensure compliance with the National Pollutant Discharge Elimination System (NPDES), North Dakota Construction General Permit (NDCGP) and various related laws, regulations, guidelines, and rules. The Lead Stormwater Compliance Specialist will assist and coordinate with the construction operations departments to achieve the objectives of the SWPPP.

Primary Responsibilities:

  • Compliance
  • Ensure self-performed construction operations are compliant with the NDCGP.
  • Ensure subcontractor construction operations are compliant with the NDCGP.
  • Ensure the SWPPP is compliant with the NDCGP.
  • Planning
  • Revise and update the SWPPP.
  • Review engineer drawings and plans.
  • Meet with construction operations and design departments for organization and scheduling purposes.
  • Technical writing.
  • Administration
  • Lead all aspects of implementing the SWPPP.
  • Lead and perform SWPPP Inspections.
  • Lead and oversee others performing SWPPP inspections.
  • Manage daily responsibilities associated with the SWPPP.
  • Delegate daily responsibilities associated with the SWPPP.
  • Provide technical subject matter expertise.
  • Organize meetings and determine action plans.
  • Provide and prepare documents and record keeping in compliance with requirements.
  • Coordinate with construction operations departments regarding planning, implementation, installation, and phasing/sequencing of Best Management Practices (BMPs) and Erosion and Sedimentation Controls (ESC(s)).
  • Direct and/or assist construction operations departments and/or their subcontractors regarding the installation of ESCs.
  • Coordinate with construction operations superintendents and/or foreman
  • Coordinate Corrective Actions.
  • Provide annual training to construction operations departments.
  • Provide training and/or guidance to subcontractors.

Secondary Responsibilities:

  • Inspect active project sites to evaluate ongoing work conditions to guarantee compliance with other environmental laws and regulations.
  • Coordinates review of permitted activity work with officials, as appropriate
  • Demonstrate good organizational, planning and time management skills.
  • Help detect deficiencies and address deficiencies in a timely and effective manner.
  • Responsible for preparing and submitting all regulatory reports in a timely manner.
  • Meets with owners/developers/contractors to review proposed work in regulated areas.
  • Other duties and tasks as necessary and/or assigned to effectively carry out job responsibilities and maximize the effectiveness of this position.
Requirements

Knowledge, Skills, and Abilities:

  • Understanding of the NPDES, North Dakota Construction General Permit.
  • Understanding of industry standard methods of SWPPP BMPs and ESCs.
  • Proficiency with ESRI GIS products, in particular Arc GIS Online and Survey123.
  • Proficiency with Microsoft Office 365 software suite.
  • Working knowledge of various associated laws and regulations.
  • Read, analyze, and interpret blueprints and technical procedures.
  • Write daily reports and document project activities.
  • Calculate figures and amounts such as area, circumference and volume.
  • Ability to solve problems individually and in a team setting.
  • Requires the ability to communicate clearly and interface effectively with a diverse group of field and office level employees.
  • Take reasonable care of your own and others' health and safety and of those who may be affected by the day-to-day delivery of this role by taking personal responsibility.

Qualifications:

  • At minimum a 2-year post-secondary education degree in construction related studies or a 4-year post-secondary education bachelor's degree in civil or environmental engineering or natural resources and environmental sciences, or related field.
  • Possess or ability to obtain NDDOT Erosion and Sediment Control Certification from North Dakota Department of Transportation within 90 days of employment.
  • Minimum of 2 years field application experience or equivalent combination of experience and education.
  • Experience performing construction stormwater compliance.
  • Knowledge of construction industry standard practices as it relates to stormwater management.
  • Must possess a valid Driver License.

Preferred:

  • Possess or ability to obtain Certified Erosion, Sediment and StormWater Inspector (CESSWI) or Certified Professional in Erosion and Sediment Control (CPESC) certification from Envirocert International within 90 days of employment.
  • Experience leading stormwater compliance.
  • Experience establishing and maintaining cooperative relationships with other public officials, with property owners, developers, contractors and the general public.
  • Knowledge and understanding of other associated laws and regulations.

Work Environment:

  • Regularly exposed to outside weather conditions.
  • Exposure to moving mechanical parts.
  • Occasionally exposed to fumes or airborne particles and vibration.
  • Noise levels in the work environment is usually loud.
  • Ability to wear and work in personnel protective equipment including but not limited to hard hat, safety glasses, gloves, ankle-supporting safety-toed work boots and a safety vest.
  • This position is primarily indoors.

Physical Demands:
