Primary Purpose Serves as an expert of data analysis and reporting functions for division staff and management. Creates, produces and analyzes various statistical analysis and metric reports. Provides support and application development for the Talent Management system. Serves as a representative concerning fiscal and budgetary matters as needed. Minimum Specifications Education
- Must have a Bachelor's degree in a related field.
Experience
- Must have two years of experience in enterprise data analysis.
- Prefer experience in healthcare and/or human resources.
Equivalent Education and/or Experience
- May have equivalent combination of education and/or experience in lieu of experience as stated above.
Required Tests for Placement
- Must be able to pass an Advanced Excel test.
Skills or Special Abilities
- Must be able to demonstrate expert knowledge and ability to use an enterprise Human Resources Information System and other applications as needed.
- Must have excellent customer service skills.
- Must have a working knowledge of HR metrics.
- Must be able to prepare scorecards and reports.
- Must have strong verbal and written communication skills to effectively communicate with all levels of personnel and external institutions.
- Must be able to develop technical documentation in support of developing or enhancing enterprise Talent Management systems.
- Must have the ability to create and deliver presentations to groups varying in size and diversity.
- Must have advanced computer skills, including skill with developing materials within MS Word, MS Excel, and MS PowerPoint software programs.
- Must be proficient in word processing, spread sheet and database management software packages.
- Must have proven organizational and time management skills.
- Must be detailed oriented.
Responsibilities
- Serves as a technical expert using data from a variety of sources as needed to ensure timely access and delivery to accurate data reports.
- Identifies appropriate data elements and sources to meet requested needs. Responsible for ensuring data delivery, receipt and validation.
- Utilizes knowledge of current and planned Parkland systems, department applications, testing tools, and change management procedures.
- Assists with the evaluation, implementation, and analysis of existing and potential department software solutions and releases.
- Writes functional requirements, develops test plans, and works with production issues.
- Designs and distributes reports using data elements necessary to achieve pertinent and accurate output in support of the OTM Division and Parkland.
- Performs and provides trending reports and analysis including graphic presentations and/or executive summaries.
- Performs analysis and participates in special projects, such as responding to specific requests for ad hoc reports.
- Serves as a liaison for IT-related requests. Works to effectively communicate and plan various tasks or projects.
- Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements and monitors results as appropriate in support of the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field of operations by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, polices, laws and guidelines that impart the Talent Management Operations department. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
