Job Description

Annual Salary Range: $98,544 - $120,036

Telework Program:
The City of Renton supports workers performing in a hybrid capacity (partial telework/in-office) where job responsibilities can be performed remotely. This position may be eligible for a telework arrangement, up to 2 days remote, based on the operational needs of the City and specific Department. Regardless of job title or telework arrangement, City of Renton employees must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements.

ESSENTIAL FUNCTIONS:

  • Utilize Renton's equity lens and facilitate work groups in the use of the equity lens, for review of city policies and practices that impact the employment experience.
  • Prepare, deploy, and analyze results from employee engagement surveys. Present findings and develop strategies for review and implementation by the Executive Leadership Team.
  • Develop and provide staff training on the topics of inclusion, anti-harassment/non-discrimination, workforce development, career planning and other related topics to support a high performing culture.
  • Develop metrics and routine reports to support evaluation and measurement of workforce development and inclusion programs. Review and issues reports to meet EEO-4 and other regulatory compliance requirements.
  • Research and lead the development, revision, implementation and review of HR policies and procedures affecting workforce development and equity; ensure compliance with regulations and City Management directives.
  • Establish a knowledge base of best practices and available resources for ADA, cultural competence and equity as part of the city's business plan. Coach all levels of management to consistently utilize related resources and tools.
  • Serve as the subject matter expert on diversity, equity and inclusion practices and collaborate with city departments to create and foster a diverse and inclusive workforce where employees feel engaged, can develop in their careers, and belong.
  • Increase community outreach to create a diverse pipeline of candidates applying for Renton employment opportunities and work with city departments to develop internship and apprenticeship opportunities.
  • Collaborate closely with executive leadership in the recruitment and engagement of diverse talent.
  • Present to City Council and the Equity Commission on Renton's DEI initiatives with a focus on employment.
  • Develop, present and evaluate training programs to ensure employees are developing and implementing skills regarding cultural competence and equity.
  • Update and take action on strategies included in the Human Resources and Risk Management Diversity, Equity and Inclusion Tactical Plan.
  • Monitor and assess the progress of DEI initiatives.
  • Contribute to an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by recognizing the diverse needs and perspectives of groups and individuals.
  • Remain current with relevant technological advancements as it relates to field.
  • Participate in and help provide cross-training in processes as directed by management to ensure a well-rounded team for coverage purposes.
  • Maintain regular, reliable, and punctual attendance.
  • Perform other duties as assigned.
  • May be assigned to support City priorities during emergencies.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS

  • Bachelor's Degree in Human Resources, American Ethnic Studies, Organizational Development, Psychology, Sociology, Public Administration, or closely related field.
  • Minimum 4 years of progressively responsible, relevant work experience, including developing and coordinating organizational equity and inclusion initiatives.
  • Or minimum 8 years of relevant education and experience.
  • Successful passing of a required background check.

PHYSICAL DEMANDS:

  • Move throughout City facilities and buildings.
  • Operate a computer and other office equipment.
  • Communicate with City employees and residents.
  • Lift or move items weighing up to 20 pounds on occasion.

WORK ENVIRONMENT:

  • Work is performed in an office environment.
  • Noise level in the office is moderately quiet.
  • Work evening and/or weekend hours as needed.
  • Night meetings may be required
